The Committee charter stipulates that the appointment of the chairperson must be sent to the Mayor and City Council for confirmation. Confirmation is requested for the appointment of Elaine Jeter as chairperson of the Senior Issues Committee. Fitch, Assistant City Manager Reba Wright-Quastler, Director of Planning Services DATE: February 7, 1995 SUBJECT: Request for Pre-development Conference On January 5, 1995 Mrs. Paule S. Stern came into the Planning Services Department to inquire about the feasibility of building a single-family home on the property owned by the Catholic Diocese at the corner of Tannin Drive and Solera Way. While the old "OS" zone allowed one dwelling per parcel, the current zoning on the property is OS-P, which does not allow dwelling units. The appropriate means to allow a home on the property would be to rezone it, probably to RR-A. This would not be an "FF" issue, since a dwelling unit would have been allowed on the property at the time "FF" was passed. Because the Pre-General Plan Amendment hearings were scheduled for January 5, it would not possible to allow Mrs. Stern to participate. Instead, it was suggested that she request a Pre-development Conference in order to get input from the Council prior to an application for General Plan Amendment. The attached Agreement of Understanding is filled out and submitted to the City Clerk's office, accompanied by a letter explaining briefly why this conference is desired, and a map (no larger than 8½' x 11') showing the property's location. The City Clerk will submit your request through the City Manager for 'City Council consensus that a conference be held on this property. If consensus is given, conference will be scheduled at a workshop session and you will be notified of the date.
