The County of San Diego has requested that the Amendment to Agreement for Management
and Implementation be revised per the recommendation of County legal counsel.
ENVIRONlVIENTAL REVIEW
There is no environmental review required for the approval of the proposed amendment.
FISCAL IMPACT
It is recommended that $10,000 be appropriated from the Redevelopment Agency 80%
unappropriated fund balance (Account #436-8912) to cover project costs prior to
receiving CDBG funding reimbursements from the County.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council/Redevelopment Agency approve the attached First
Amendment to the Agreement for Management and Implementation of a Community Development
Block Grant Project, with the revisions shown in the attached staff report, and
appropriate $10,000 from the Redevelopment Agency 80% unappropriated fund balance to
cover project costs prior to receiving reimbursements from the County.

BACKGROUND
On February 14, 1995, County of San Diego staff requested that we use a
revised Amendment Document for this item. The subject Amendment will provide
CDBG funding for the continued operation of the Poway Affordable Housing
Assistance and Referral Program.
County legal counsel reviewed the proposed Amendment Document and advised
their staff that the format should be changed to include the project Scope of
Work within the actual text of the Amendment instead of incorporating it as an
Attachment to the document. The attached Amendment document has been revised
accordingly.
RECOMMENDATION
It is recommended that the City Council/Redevelopment Agency approve the
attached First Amendment to Agreement for Management and Implementation of a
Community Development Block Grant Project, as revised by County legal counsel,
and appropriate $10,000 from the Redevelopment Agency 80% unappropriated fund
balance to cover project costs prior to receiving reimbursements from the
County.

COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT
THIS FIRST AMENDMENT to the Agreement for Management and
Implementation of a Community Development Block Grant Project
(County Contract No. 33482) between the County of San Diego and the
city of Poway, entered into this day of , 1995, by
and between the COUNTY OF SANDIEGO, a political subdivision of the
State of California (hereinafter referred to as "County") and the
City of Poway (hereinafter referred to as "city"),
W I T N E S S E T H:
W~EREAS, the County and the City have earlier entered into an
Agreement for management and implementation of a Community
Development Block Grant project (County Contract NO. 33482); and
WHEREAS, said Agreement authorized funds for the continuation
of a Poway Housing Services Program to provide housing assistance
and referrals for low and moderate income residents within the
- city ; and
WHEREAS, the City has requested that an additional $10,000 of
Community Development Block Grant funds be allocated to cover
additional project costs,
IT IS AGREED AS FOLLOWS:
1. Paragraph 3 of said County Contract No. 33482 is amended
to read as follows:
3. Compensation: County agrees to pay City total
compensation for implementing the project described
herein project costs not to exceed the sum of
$20,000.
2. Attachment "A" to said County Contract is amended to
read as follows.
SCOPE OF WORK
The City of Poway has a certain project to be continued and
partially implemented under the Twentieth-Year Community Develop-
ment Block Grant (CDBG) Program. The city of Poway will provide
additional funds so that an additional $19,827 will be available
for project implementation. The work to be accomplished consists

of the following:
1. Operation of the Poway Housing Services Program by a non-
profit Community Services organization. The program will
provide affordable housing assistance to low and moderate
income residents within the City of Poway and within the
Paguay Redevelopment Project Area. The program will serve a
minimum of 125 principally low and moderate income residents.
2. The Program will provide housing assistance that will screen,
evaluate, refer and place residents in housing that best meets
their individual needs. The program consists of the following
components: (1) Outreach and education; (2) Service delivery;
(3) Coordination; (4) Evaluation; (5) Data collection; and (6)
development of an affordable housing brochure. Services that
will be made available include shared housing, board and care,
home placement, service exchange for housing, emergency
shelter, long-term transition shelter, housing assistance for
the disabled, housing mediation, subsidized housing, legal
assistance pertaining to housing, migrant housing assistance,
and other services.
3. Data will be collected on client demographics, including age,
gender, disability, income level, ethnicity, number of persons
assisted and specific services received. Program statistics
will be summarized in quarterly reports which provide monthly
and cumulative (year-to-date) figures, which will be provided
to the County.
4. Estimated Time Schedule: The city of Poway will make all good
faith and reasonable efforts to implement the project in
compliance with the following estimated implementation
schedule:

SUBJECT: Amendment to Agreement with the County of San Diego for the

BACKGROUND
On October 26, 1993, the City Council authorized the execution of an Agreement
between the City and the County of San Diego for the Implementation of the
Poway Affordable Housing Assistance and Referral Program. The Program is
partially funded by a Community Development Block Grant. The Program is
administered by Lifeline Community Services of North County and currently
operates out of the Weingart Senior Center. It provides a broad range of
housing related services, including a shared housing matching service, service
exchanges for housing, board and care placement referrals, emergency shelter,
long term transitional shelter referrals, housing assistance for the disabled,
housing mediation, subsidized housing referrals, legal assistance and migrant
housing assistance.
On March 22, 1994 the City Council approved the allocation of $10,000 in 20th
Year CDBG funding for continued operation of the Program. The balance of
funding for the Program will be taken from the Redevelopment Agency's Low- and
Moderate-Income Housing Fund. The Redevelopment and Housing Advisory
Committee reviewed the Program's accomplishments at their meeting of October
24, 1994 and recommended approval for one year extension of the contract.
As a Management and Implementation Agreement between the City and County is
already in effect for this Program, the provision of additional CDBG funding
for its continued operation will be handled as an amendment to the existing

FINDINGS
Provided in Attachment 1 is the proposed Amendment to the Agreement for
Management and Implementation of a Community Development Block Grant Project.
The amendment modifies Paragraph 3 of the original Agreement to increase the
total CDBG funding authorized for the Project from $10,000 to $20,000. The
additional $10,000 is one half of the total needed to operate the Program for
an additional year (through November 1995). All other terms of the Agreement
remain the same.
ENVIRONMENTAL REVIEW
The Affordable Housing Assistance and Referral Program was previously
determined to be exempt under both CEQA and NEPA environmental review
guidelines. Environmental review is not required for this specific agenda
item under California Environmental Quality Act Guidelines.
FISCAL IMPACT
As specified in the attached amendment, the County of San Diego will reimburse
the City an additional $10,000 (for a total not to exceed $20,000) in order to
continue implementation of the Program. As reimbursements will be made on a
- monthly basis, after the City provides the County with verification of all
actual expenditures incurred, it is recommended that $10,0OO be appropriated
from the Redevelopment Agency Unappropriated Fund Balance in order to cover
project costs prior to receiving CDBG funding reimbursements from the County.
