ENVIRONMENTAL REVIEW The proposed project is lly exempt from the California 1 Quality Act. FISCAL IMPACT None. PUBLIC P to hold the races has been obtained from property owners within the South- Poway Business Park and notices have been sent or hand-delivered by the applicant to b within the affected area. RECOMMENDATION It is recommended that the City Council approve Temporary Use Permit 95-05 subject to the conditions contained in the attached proposed resolution. Gardner, Plann ng Intern DATE: March I4, 1995 MANDATORY ACTION DATE: March 21, 1995 SUBJECT: ~ Permit 95- Diec Club licant: A request for approval of a United States Cycling Federation (USCF) - sanctioned bicycle race on Saturday, May 20, 1995. FINDINGS The applicant is requesting appr val of a use permit for a USCF bicycle race, to be held in the outh Poway Business Park. The races wi 1 be held on Saturday, May 20, 1995 s arting at 8:00 a.m. and ~ unti 4:00 p.m. Each race will have an est mated 100 participants and will be 60 m nutes long. The riders will follow the course shown on Attachment B. The app icant is expecting between 500 and 600 to p in this even , and approximately 500 spectators. In order to accommodate the planned race course, Scripps-Poway Parkway will be closed from Community Road to the east as shown on Attachment B. A Reserve Deputy Sheriff will be on hand to handle traffic control. Section 17.26.030.A of the Poway Municipal Code provides regulations for temporary uses within the City. The code requires approval by the City Council for major outdoor events. Pertinent departments have been contacted and specific conditions or have been established. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CAEIFORNIA APPROVING TEMPORARY USE PERMIT 95-05 WHEREAS, Temporary Use Permit 95-05, San Diego Bicycle Club, Applicant, requests approval to hold a USCF J bicycle race which will take place in the South Poway Business Park on Saturday, May 20, 1995 from 8 a.m. to 4 p.m.; and WHEREAS, on March 14, 1995, the City Council held a hearing on the above referenced item. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: E 1 Fine : Pursuant to the procedure of the City of Poway, implementing the California E 1 Quality Act of 1970, the above-referenced project is lly exempt, Class 4(e). Section 2: I s: 1. The approved temporary use is in accordance with the purposes and standards of Section 17.26.030 of the Zoning Ordinance. 2. The g of traffic will not adversely impact the capacity and physical character of the surrounding streets and /or the Circulation Element of the General Plan. Section 3: ouncil Decision: The City Council hereby approves Temporary Use Permit 95-05 subject to the following conditions: 1. The bike ride shall be conducted as shown on the approved site/traffic plans on file in the Planning Services 2. This approval shall become null and void the evening of May 20, 1995. 3. The applicant shall obtain an bond indemnifying the City of Poway from possible liability in an amount not less than one million dollars. 4. Approval of this activity does not waive compliance with all other sections of the Zoning Ordinance and other applicable ordinances presently in effect. 5. Advance notification signs regarding street closures will be required prior to the event. 6. Emergency vehicle access to any roads or buildings along the approved routes are to remain open.
