The agreement between the City of Poway, the Poway Redevelopment Agency and
McDougal, Love, Eckis & Gfindle for legal services designates one Assistant City
Altorn~y/Assistant General Counsel position. That position is currently Iilled Dy Tamara A.
Smith. The City Attorney wishes to add an additional assist~t position. That ~osition
would be filled by Caxol T. lLanks who joined the law firm in April 1994. Pric,r to that time
Ms. Banks was a Deputy City Attorney for the City of San Diego. Since joining the firm
she the City Attorney in both advice and litigation mat~ers. She al~o currently
serves as an assistant or deputy city attorney in both the cities of E1 Cajon and Imperial
Beach. No salary or other benefits would be allocated to the new Assistant City Attorney/
Assistant Oenera] Counsel position. The agreement between the City, Reflevelopment
Agency and McDougal, Love, Eckis & Orindle will be formally amended upon annual
renewal in July to include fl~e proposed position.
It is necessary to add a second Assistant City Attorney/Assistant General Counsel
position in the office of the City Attorney. The position will be allocated no ,alary or
employment benefits.
