Williams, Director of Public Services DATE: March 21, 1995 SUBJECT: Appropriate $90,000 for the Replacement of a Damaged Storm Drain at the Intersection of Orange Blossom Lane and Midland Road ABSTRACT On March 5, 1995, the City of Poway received 5 inches of rainfall over a 24-hour period and again on March 11 received between 3 and 4 inches of rainfall. The runoff from the rain storm on March 5 severely damaged two parallel 60' CMP storm drains which are located at the intersection of Orange Blossom Lane and Midland Road. Investigation by Public Services and Engineering Services has determined that the damage from the runoff will require replacement of the storm drains as soon as possible. Orange Blossom Lane at Midland Road is now closed to traffic and may be temporarily opened until the construction begins. FEMA representatives have visited the site and have approved reimbursing the City for 82% of the cost of the replacement of the pipes. .EWVIRONMENTAL REVIEW This action is not subject to environmental review. FISCAL IMPACT Staff recommends appropriating $go,o00, of which 82% will be reimbursed by FEMA, for emergency repair of the storm drain in Orange Blossom Lane and Midland Road. RECOMMENOATION It is recommended that the City Council appropriate $go,o00 for the construction of replacement of the storm drain at Orange Blossom Lane and Midland Road. The storm runoff on March 5 caused the initial damage at the intersection which resulted in removal of material surrounding the pipes and caused settlement in the roadway and sidewalk areas. The runoff during the March ]1 rainstorm resulted in additional settlement. Investigation by Public Services and Engineering Services has determined that the damage from the runoff will require replacement of the storm drains as soon as possible. Orange Blossom Lane at Midland Road is now closed to traffic and may be temporarily opened until the construction begins. FEMA representatives have visited the site and have approved reimbursing the City for 82% of the cost of the replacement of the pipes. FINDINGS Staff finds that the replacement of the storm drains at Orange Blossom Lane and Midland Road need to be replaced immediately. FEMA will reimburse the City 82% of the expected cost of $90,000. Staff recommends appropriating $90,000 from the drainage fund. $73,800 will be reimbursed by FEMA. Staff recommends appropriating Sg0,O00 from the drainage fund, of which B2% will be reimbursed by FEMA, for emergency repair of the storm drain in Orange Blossom Lane and Midland Road.
