Shafer, Director of Redevelopment Service~ DATE: April 18, 1995 SUBJECT: Supplemental Report on Contracts with David Paul Rosen & Associates BACKGROUND The City Council/Redevelopment Agency continued these two items from their April 4, 1995 meeting. The Council/Agency requested staff to provide additional information on how the amounts of the two contracts were determined and how the City/Agency could insure effective cost control. FINDINGS In regards to the contract for the preparation of the Housing Strategy, the cost for this work was determined based on the preparation of similar documents for other public agencies in California. The amount estimated for this work is $83,000 and is consistent with the costs incurred by other Cities/Agencies which have used Rosen and Associates. The cost in those jurisdictions ranged from .. $80,000 to $120,000 depending on the exact scope of work, the number of hearings and the level of citizen involvement in the process. The scope of this work is based on terms in the Smith v All Persons Judgement. Concerning the second contract, the amount is an estimate based on the contract work to be done on the individual affordable housing projects. This is recommended as a not-to-exceed amount. The amount was an estimate based on all five current projects going forward. The amount and level of assistance needed on each case will most likely vary a great deal depending on the Agency role, type of financing, legal structure of the Agency's involvement, etc. This makes estimating a total fixed amount difficult. Rather than setting a fixed amount per project, we recommended a not-to-exceed amount based on actual hours. The not-to-exceed amount is based on an estimate of between 200 to 240 hours per project. Using an estimated average billing rate of $120 per hour, the expected cost per project is between $24,000 and $28,B00. This means staff receives and reviews detailed billings to insure we are paying for services provided. The billing rates provided by David Paul Rosen & Associates are consistent for those of similarly qualified firms. The existing contract approved by the Council in November uses the 1994 billing rate schedule. The billing rate schedule for 1995 is attached and has not changed from 1994.
