The subject project is exempt from the of CEQA, Class 15.
FISCAL IMPACT
Sales of individual office suites are ~ to follow the filing of the
condominium map. A change of property tax will result in increased tax
increment.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Public notice was published in the Poway News Chieftain and mailed to 72 property owners
within 500 feet of the project boundaries.
It is recommended that the City Council approve Tentative Parcel Map 95-02 and waive the
final parcel map, subject to the conditions contained in the attached proposed
resolution.

BACKGROUND
The subject medical office complex was built in the mid-1970's. It was
originally approved and permitted for use as a medical, dental and/or small
animal complex. The properties are located at the northeast and southeast corner
of Pomerado Road and Monte Vista Road, one block south of Pomerado Hospital.
FINDINGS
tt is the desire of the doctors who practice within the subject complex to divide
the property so as to provide an opportunity for each practice to purchase its
own suite, plus a common interest in the parking, walks and landscaped areas.
There are a total of 30 individual suites which are proposed for condo
The subject site is completely built out. No additional density is anticipated.
All ts are complete.
A traffic saf ty study has been undertaken by the applicant which is intended to
supply the Ci y Traffic Engineer with needed data on the performance of the Monte
Vista/Pomera o Road Changes in on-street parking, and possibly
some restrip ng of the intersection may result.

The property owners have a long-term lease over the northerly 30 feet of the
parking area adjacent to Parcel 1, which is owned by the Palomar/Pomerado
Hospital District, and will continue to be used for required parking for the
medical office complex housed in Building E.
The subject application is for the approval of a tentative parcel map, with a
request for a waiver of the final map and the filing of a certificate of
compliance. Section 16.12.070 of the Poway Municipal Code permits the waiver of
the final map provided there are no needed public and/or dedication
and provided the engineer of work files a certificate of
compliance. There are no dedications or public improvements found to be
necessary, therefore staff recommends the granting of the waiver of the final
map.

nto four or fewer parcels when the division is in conformance with the General

OF THE CITY OF POWAY, CALIFORNIA
APPROVING TENTATIVE PARCEL MAP 95-02
AND WAIVING FINAL PARCEL MAP REQUIREMENT
ASSESSOR'S PARCEL NUMBER 275-460-49,50
WHEREAS, Tentative Parcel Map 95-02, hereinafter "Map" submitted by Dave
Palmer - MCB, appl icant, for the purpose of subdividing real property into office
condominiums located at 15525 Pomerado Road, in the City of Poway, County of San
Diego, State of California, regularly came before the City Council for public
hearing and action on May 2, 1995; and
WHEREAS, the applicant has requested a waiver of the requirement for the
filing of a final parcel map; and
WHEREAS, the Director of Planning Services has recommended approval of the
Map and waiver of the final parcel map, subject to all conditions set forth in
the Planning Services Department report; and

NOW, THEREFORE, the City Council does hereby resolve as follows:

FindinGs:

The approved project i s consi stent with the general plan i n that i t
is a commercial office complex located within a medical office
district surrounding Pomerado Hospital, and located within the
Commercial Office zone.
2.
The desi gn or improvement of the tentat i ve parcel map i s cons i stent
with all appl icable general and specific plans; in that it is an
existing complex which was constructed in conformance with the
County of San Di ego development standards i n place i n the mid-
1970' s .
3.
The site is physically suitable for the type of development and the
density approved; in that the site is two flat rectilinear parcels,
each bounded on two sides by roadways, and adjoining other medical
office complexes.
The design of the subdivision is not likely to cause substantial
envi ronmenta 1 damage and avoi dab 1 e i njury to humans and wi 1 dl ife or
other habitat in that it is an existing, fully developed site.

The tentative parcel map is not likely to cause serious public
health problems in that City water and sewer presently serve the
complexes.

The design of the tentative parcel map will not conflict with any
easement by the public at large, now or record, for access through
or use of the property within the approved subdivision.

The waiver of the final parcel map will not conflict with adopted
City standards regarding the processing of parcel maps in that it
conforms to Section 16.12.070 of the Poway Municipal Code, titled
"Waiver of Final Parcel Map".
Section 3: City Council Decision:
The City Council hereby approves Tentative Parcel Map 95-02 and waives the
fil ing of a final parcel map, subject to the following conditions:
Within 30 days of approval (1) the applicant shall submit in writing that
all conditions of approval have been read and understood; and (2) the
property owner shall execute a Covenant on Real Property.
COMPLIANCE WITH THE FOllOWING CONDITIONS IS REQUIRED.
APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES.

No i mprovement and dedi cat ion requi rements are necessary. The project
qualifies for waiver of a final parcel map per Section 16.12.070 of the
Poway Municipal Code.
The Certificate of Compliance for the land being divided shall be prepared
and fi 1 ed with the San Di ego County Recorder. The cert i fi cate shall be
subject to review and approval by the City Engineer prior to recordation.
