ADDlicant: A request for approval of a bicycle race to be held
in the South Poway Business Park on Sunday, May 14, 1995
BACKGROUND
The appl i cant i s requesti ng approval of a temporary use permit for a closed loop
bicycle race in the South Poway Business Park. Last year, an identical race was
held on September 11, 1994,
As last year, the race will be held from 6:30 a,m. to 4:00 p,m" with
approximately 200 to 300 riders expected to take part. The course, which is
outlined in Attachment C, has been revised since last year to lessen the impact
on the Business Park tenants, The course will run clockwise in a circuit pattern
on the fo 11 owi ng streets: Dan i e 1 son Street, Stowe Dri ve, Scri pps Poway Parkway
and Parkway Centre Drive.
There are no businesses whose access will be affected by the event, However,
barricades will be manned such that roadways along the course can be made
available if the need arises,
FINDINGS
The proposed event i s a mi nor temporary use of the 1 and wh i ch wi 11 have no
significant adverse impacts, Events of this nature are permitted under local
ordinance with the benefit of a Temporary Use Permit approved by City Council.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING TEMPORARY USE PERMIT 95-13
WHEREAS, Temporary Use Permit 95-13, Ranchos Cycling Club, Alan Tragarz,
Applicant, requests approval to hold a bicycle race in South Poway Business Park
on Sunday, May 14, 1995,
WHEREAS, on May 2, 1995, the City Council held a hearing on the above
referenced item,

NOW, THEREFORE, the City Council does hereby resolve as follows:

Environmental FindinGs:
Pursuant to the procedure of the City of Poway, implementing the
Ca 1 i forni a Envi ronmenta 1 Quality Act of 1970, the above-referenced project
is categorically exempt, Classes 4(e) and II(c),
Section 2:
Findinqs:

The proposed use is i n accordance with the purposes and standards of
Section 17,26,030 of the Zoning Ordinance,
The generation of traffic will not adversely impact the capacity and
physi ca 1 character of the surroundi ng streets and/or the Ci rcul at i on
Element of the General Plan.

City Council Decision:
The City Council hereby approves Temporary Use Permit 95-13 subject to the
following conditions:
I.
The bike race shall be conducted as shown on the approved
site/traffic plans on file in the ~anning Services Department,
This approval shall become null and void the evening of May 14,
1995.

The applicant shall obtain an insurance bond indemnifying the City
of poway from possible liability in an amount not less than one
million dollars.

Approval of this activity does not waive compliance with all other
sections of the Zoning Ordinance and other applicable ordinances
presently in effect,
Advance notification signs regarding street closures will be
required three days prior to the event,

Emergency vehicle access to any roads or buildings along the
proposed routes are to rema in open. -

Publ ic streets, off-street parking sites, and areas within and
adjoining the proposed area for the event shall be cleared of
debri s, and 1 i tter after the event. Temporary s i gnage, and any
other evidence of the eyent shall be removed upon its completion,

All electric works shall meet current code requirements,
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 2nd day of May, 1995,
