SUBJECT: Initiation of the Poway Road Specific Plan (SP-95-01)
ABSTRACT
This report proposes the initiation of Specific Plan 95-01 which would establish use limitations
and development standards for the Poway Road commercial area. Consideration of the Plan is
being scheduled for the June 27, 1995 City Council meeting.
ENVIRONMENTAL REVIEW
The initiation of a specific plan amendment is not subject to the California Environmental Quality
Act.
FISCAL IMPACT
None.
ADDITIONAL P!JBLIC N9TIFICATIQN AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council adopt the resolution initiating Specific Plan 95-01.

Initiation of the poway Road Specific Plan (SP-95.o1)
BACKGROUND
In the fall of 1991 the City Council appointed a committee to work with staff in the
preparation of a specific plan for the commercial areas on and near Poway Road. The
Committee approved a draft plan on March 1, 1995 which was presented to the City
Council in a workshop on March 30, 1995. Council directed staff to schedule the draft
plan for formal consideration by the Council.
FINDINGS
A draft specific plan has been prepared for the Poway Road area and is recommended for
approval by the poway Road Specific Plan Advisory Committee which was appointed by
Council. The plan has also been presented to the members of the Chamber of Commerce
at their May 12, 1995 meeting. Consideration of the Plan is being scheduled for the June
27, 1995 City Council meeting.

The initiation of a specific plan amendment is not subject to the California Environmental

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING SPECIFIC PLAN 95-01
''THE POWAY ROAD SPECIFIC PLAN"
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of the Poway Municipal
Code (Zoning Ordinance) provides for the initiation, preparation and adoption of specific
plans in accordance with Section 65450, et seq. of the California Government Code
(Article 8. Specific Plan); and
WHEREAS, Section 17.47.020.C (Initiation) of the Poway Zoning Ordinance
provides that the City Council may initiate the preparation of a specific plan by resolution;
and
WHEREAS, the City Council appointed a committee in to prepare a specific plan
for the Poway Road area to enhance its visual appearance and improve the business
climate in the area; and
WHEREAS, the committee has prepared a draft specific plan which it recommends
that the City Council adopt; and
WHEREAS, the plan was presented to the City Council at a workshop on March 30,
1995 and to the Chamber of Commerce on May 12, 1995
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
hereby initiates The Poway Road Specific Plan (SP 95-01).
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this sixth day of June 1995.
