ABSTRACT
A request to construct a model home complex and sales office for Poway Oaks, located at
the northeast corner of Pomerado Road and Metate Lane in the RS-7 zone.
ENVIRONMENTAL REVIEW
This project is considered to be exempt under the provisions of the California
Environmental Quality Act, Class 3.
FISCAL IMPACT
Retail sales .of 62 single-family homes located within the Redevelopment Agency project
area.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council approve Temporary Use Permit 9S-36 subject to
the conditions contained in the attached proposed resolution.

to construct a model home complex and sales office for Poway
Oaks, located at the northeast corner of Pomerado Road and
Metate Lane in the RS-7 zone.
BACKGROUND
On February 14, 1995, the City Council approved Development Review 94-07, for the
design of 62 single-family homes and a neighborhood park.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF PO WAY , CALIFORNIA
APPROVING TEMPORARY USE PERMIT 9S-36
ASSESSOR'S PARCEL NUMBER 317-211-02,04
WHEREAS, Temporary Use Permit 9S-36, Shea Homes, Appl icant, requests
approva 1 to construct a model home complex and sales offi ce for Poway Oaks
subdivision, located at the northeast corner of Pomerado Road and Metate Lane,
in the RS-7 zone; and
WHEREAS, on June 6, 1995, the City Council held a hearing on the above
referenced item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Environmental Findinos:
Pursuant to the procedure of the City of Poway, implementing the California
Environmental Quality Act of 1970, the above-referenced project is categorically
exempt, Class 3.
Section 2: Findinos:
1. The approved use is in accordance wi th the purposes and standards of
Section 17.26.030.C of the Zoning Ordinance.
2. The generat i on of traffi c wi 11 not adversely impact the capacity and
physical character of the surrounding streets and/or the Circulation
Element of the General Plan.
Section 3: Citv Council Decision:
The City Council hereby approves Temporary Use Permit 9S-36 subject to the
following conditions:
1. An A.C. paved parking lot shall be provided with sufficient parking spaces
to accommodate said use.
2. The sales office shall be allowed for a maximum of two years or until
ninety percent of the homes within the subdivision are sold, whichever is
1 ess.
3. Faithful performance bonding in an amount appropriate to guarantee removal
and conversion of the sales office and attendant facil ities shall be
required.
4. Signs for the project shall conform to the provisions of Section 17.40.200

5. A 20-foot-wide asphalt road, capable of bearing the weight of fire
apparatus shall be installed between Lots 42 and 43.
6. A temporary water "highline", buried below grade across Metate Lane, and
terminating at the northeast corner of Lot 42, with a 4 inch National
Standard thread discharge, shall be installed for temporary water supply
to the three model homes. The method of i nsta 11 i ng th i s 1 i ne across
Metate Lane shall be approved by the City Engineer.
7. The 20-foot paved fire lane shall extend from Metate Lane and culminate
with a 70-foot paved cul-de-sac (AC) in front of the model home lots.
8. All construction vehicle parking during construction of the model homes
shall occur on vacant lots and not in the cul-de-sac or any portion of the
fire access roadway.
g. If parking in the area described in #8 occurs, the Fire Marshall reserves
the right to require the installation of "No Parking - Fire Lane" signs.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 6th day of June, 1995.
