ABSTRACT In April, 1994 the City of Poway and nine other jurisdictions received designation from the California Integrated Waste Management Board (CIWMB) as the North San Diego County Recycling Market Development Zone (RMDZ). The City of Encinitas was the only city in North San Diego County that did not participate in the joint application when it was filed in November, 1993. It is recommended that the City Council approve the attached resolution approving the expansion of the North San Diego County Recycling Market Development Zone (RMDZ) to include the City of Encinitas. ENVIRONMENT AL REVIEW This action is not subject to CEQA review. FISCAL IMP ACT There is no fiscal impact associated with this action. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. Gonzalez, Sr. Management Analyst ~ TO: FROM: DATE: June 6,1995 SUBJECT: Resolution Approving the Expansion of the North San Diego County Recycling Market Development Zone (RMDZ) to Include the City of Encinitas BACKGROUND On November 2, 1993 the Poway City Council adopted Resolution No. 93-159, approving the development of an application to the California Integrated Waste Management Board (CIWMB) for Recycling Market Development Zone (RMDZ) Designation. A joint application was filed by the City of Poway and the following jurisdictions: Carlsbad, Del Mar, Escondido, Oceanside, San Diego, San Marcos, Solana Beach, Vista, and the County of San Diego. At that time the City of Encinitas was the only North County City which did not participate in the joint effort. In April, 1994 the North San Diego County RMDZ received its designation from the California Integrated Waste Management Board, with the City of Escondido designated as the Zone Administrator. Since that time the RMDZ member cities have been actively working towards the goal of increasing the amount of recyclable materials used and the number of end users for those materials in the region by offering certain incentives to businesses within the Zone that will turn recycled feedstock from the waste stream into recycled products. Some of the incentives from which a business may benefit include low-cost business loans, engineering and technical expertise, and siting and permitting assistance through the California Integrated Waste Management Board. To date one low-cost loan has been approvej:(or a business located within the Zone. Member cities have been promoting the RMDZ by distributing informational brochures and attending local economic development conferences within the Zone boundaries. Most recently, an information booth was available at the City's Economic Conference and Trade Show on May 25, 1995. ACTION: JUN 6 1995 . -.. I j O:::IVI 2 2 of g Resolution Expanding the RMDZ June 6, 1995 Page 2 The City of Encinitas has elected new councilmembers since the time the RMDZ application process took place. The Encinitas City Council recognizes the benefits of the RMDZ program and is applying to the California Integrated Waste Management Board for inclusion in the North San Diego County RMDZ. In order to obtain approvai from the state, each jurisdiction within the North County San Diego County RMDZ is required to adopt a resolution supporting the inclusion of the City of Encinitas in the RMDZ and approving the city's submittal of an application to expand the RMDZ boundaries. FINDINGS The waste management practices and conditions of the City of Encinitas are favorable to the development of post-consumer waste materials markets. It would be advantageous to the Zone to include all contiguous jurisdictions in North San Diego County within its boundaries. ENVIRONMENTAL REVIEW This action is not subject to CEQA review. I Resolution No. 95- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POW A Y, CALIFORNIA APPROVING THE SUBMITTAL OF THE APPLICATION FOR EXPANSION OF THE NORTH SAN DIEGO COUNTY RECYCLING MARKET DEVELOPMENT ZONE TO INCLUDE THE CITY OF ENCINITAS WHEREAS, California law provides for the establishment of Recycling Market Development Zones within cities that provide programs and incentives to stimulate activities that are favorable to development of post-consumer waste materials markets; and WHEREAS, the success of state-wide implementation of the California Integrated Waste Management Act of 1989 (AB 939) is directly related to development of additional markets for post-consumer waste materials; and WHEREAS, the development of post-consumer waste material enterprises that use recycled materials to produce secondary products will assist the City of Encinitas in meeting its state-mandated reductions in landfill waste while also enhancing the environmental quality for its citizens; and WHEREAS, the North San Diego County Recycling Market Development Zone (hereinafter "RMDZ") was formed in 1994 and consists of the cities of Carls bad, Del Mar, Escondido, Oceanside, Poway, San Diego, San Marcos, Solana Beach and Vista, and the County of San Diego; and WHEREAS, the City of Encinitas has reviewed the information relative to the RMDZ Program, under the California Waste Management Act of 1989, and desires to join the RMDZ; and ~ WHEREJis, the Encinitas City Council desires at this time and deems it to be in the best public interest to support the initiation of steps to add a RMDZ within the City of Encinitas to join with other contiguous cities currently members of the RMDZ. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Po way, California, does hereby resolve that: Section I: The City Council approves the submittal of the application for the expansion of the North San Diego County Recycling Market Development Zone to include the City of Encinitas. Section 3: The designation of the proposed Recycling Market Development Zone is necessary to assist in attracting private sector recycling business investments to the proposed zone, and in meeting mandated reductions in landfill waste. Section 4: Approval is granted to complete all actions stated within the application which apply to its jurisdiction, should designation occur. Section 5: The City Manager or authorized designee, as agent for the City of Po way, shall coordinate, process, and execute all contracts, agreements, amendments, and ancillary documents within the scope of the [mal approved application for Recycling Market Development Zone designation. Broadway Escondido, CA 92025 Dear Ms. Edelbrock: The City of Encinitas wishes to become a part of the North San Diego County Recycling Market Development Zone. [am writing to request support from the existing Zone member cities and the County of San Diego for Encinitas' application for Zone expansion. Currently, Encinitas is the only North County city not within the Zone. Encinitas recognizes the economic opportunities provided by the Zone with respect to encouraging recycling, processors, and manufacturers using recycling feedstock to locate in the zone. With the expansion of the Zone to include Encinitas, the Zone will be contiguous and will give new opportunity to attract recycling business investment to the Zone and to Encinitas. Attached is a copy of the resolution approved by the City of Encinitas City Council on January 13, 1995 supporting its application.
