First Night Status Report
ABSTRACT
On March 7, 1995 Patrick O'Brien, Executive Director of the Open Sea Foundation,
presented the First Night San Diego concept to the City Council. Following this
presentation, staff met with Mr. O'Brien on March 17, 1995 to investigate the idea
further. First Night San Diego is an alcohol- and drug-free New Year's Eve celebration.
Staff has determined that December 31, 1996 is the earliest possible date for the City
to host a First Night Event. The event would be held at the Poway Center for the
Performing Arts and potentially using the grounds at Poway High School to ring in 1997.
ENVIRONMENTAL REVIEW
This item is not subject to CEQA review.
FISCAL IMPACT
First Night San Diego will be included in the FY 1996/1997 budget. The event will
reqUire administrative and financial support from the City.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Patrick O'Brien, Executive Director of the Open Sea Foundation, was mailed a copy of
this report.
RECOMMENDATION
It is recommended that the City Council receive and file this report.

First Night Status Report

BACKGROUND
On March 7, 1995, Patrick O'Brien, Executive Director of the Open Sea Foundation,
presented the First Night San Diego concept to the City Council. Following this
presentation, staff met with Mr. O'Brien to investigate the idea further.
FINDINGS
First Night San Diego is a multi-cultural, multi-media event. The goal of this
event is to have a drug- and alcohol-free New Year's Eve celebration for all
members of the community. First Night begins at 4 p.m. and ends at 12:30 p.m.
During this time, there will be short plays and performances by singers, dancers,
clowns, all of diverse ethnic backgrounds. There is also a fireworks display.
Local restaurants will provide the food. The City of San Diego has hosted a
First Night celebration for the last three years. There were approximately
25,000 people in attendance.
Mr. O'Brien has approached several San Diego County cities to share resources for
the production of multiple First Night celebrations. The concept included being
able to buy a ticket that will provide entry to any First Night location in the
County.
Due to the complexity of hosting a First Night event, staff has determined that
eight months is not enough preparation time to stage an event of this magnitude.
December 31, 1996 would be the earliest possible date for the event. Staff
believes delaying implementation of the program by one year will ensure that
Poway can produce a first-rate event.
