Staff developed specifications, evaluated the City's need for a water truck and determined that a good used water truck would fulfill the need. Staff located a number of used water trucks for sale and found a 1984 International that met specifications and was within budget. It is recommended that the City Council appropriate $25,000 from the Capital Replacement Fund and approve the purchase of the 1984 International water truck from Frank Thomas of Escondido, California. - ENVIRONMENTAL REVIEW It is not subject to CEQA review. FISCAL IMPACT The purchase amount is within budget. Cannon, Parks and Landscape Mana we.- DATE: June 27, 1995 SUBJECT: Approval of the Purchase of a Water Truck and Appropriation of Funds BACKGROUND The City's current 1971 Mack P3000 water truck was purchased as surplus ten years ago. The truck was recently declared unsafe by the City's Vehicle Maintenance Supervisor and determined not to be cost effective to repair. City staff uses the current truck to wash down roads, water down dirt roads and lots for dust control, water from the truck is used for compaction during grading operations, assists the Vactor truck with its operations and would be used to fill the water tanks for the Highway 67 Tree Planting Project. The water truck specifications require that a truck no older than a 1980 be in sound mechanical condition, pass smog inspection, have a 2,000 gallon tank, manual, five speed transmission, air brakes, water pump, hose reel and faucet, two rear and two side sprayers and a front sprayer with washers. FINDINGS Listed are several used water trucks that staff located and evaluated for sale that appeared to meet specifications and were within budget: 1966 Kiser 4,000 Gallon Water Truck $17,500 1981 Ford 2,000 Gallon Water Truck $19,500 ACTION: Page 2 )) of 3 JUN 27 1995 ITEM 25 - -.
