This report proposes a one year continuation of the contract with Bob Wilson for assistance with legislation. ENVIRONMENTAL REVIEW - This agreement is not subject to CEQA review. FISCAL IMPAcr The continuance of this agreement has been provided for in the proposed Fiscal Year 1995/1996 budget of the City of Poway and Poway Redevelopment Agency which will provide $15,000 each for lobbying services. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE A copy of this report was mailed to Mr. Wilson. RECOMMENDATION It is recommended that the City Council/Redevelopment Agency approve the agreement with Bob Wilson. DATE: June 27, 1995 SUBJECT: An Agreement with Bob Wilson for Lobbying Services on Behalf of the City of Poway and Redevelopment Agency BACKGROUND The City of Poway and Poway Redevelopment Agency have contracted with Bob Wilson to provide lobbying services since June 1993. Staff has been satisfied with the services provided during the term of the contract. FINDINGS Experience has taught us that having a voice in Sacramento is vital to the City of Poway and Poway Redevelopment Agency. In addition to the excellent representation that the City and Agency have received from Assemblyman Goldsmith and Senator David Kelley, Mr. Wilson's services have been utilized in dealing with housing reform measures, incidence of interagency cooperation on matters such as funding and management of Blue Sky Ecological Reserve, and most recently. to work toward the passage of SB 602 (Wright) related to the reallocation use tax on leased vehicles. It is anticipated that the need for the assistance of a qualified lobbyist will continue for at least another year. ENVIRONMENTAL REVIEW This agreement is not subject to CEQA review. The purpose of this Agreement is to state the terms and conditions under which Bob Wilson will provide services to the client, the City of Poway. The terms and conditions of this Agreement are as follows: 1. Bob Wilson shall review all legislative bills which are introduced in the California Legislature that pertain to cities and forward them to the client for review. Said review shall include the following components: a. Number of the legislative bill b Description of the proposed legislation c. What the legislation would do d. How the legislation would affect the City e. Bob Wilson's recommendations 2 The City shall notify Bob Wilson of their desired position to be taken on legislation. 3. Bob Wilsol". shall assist the City in securing grant funds from various state agencies. 4. Bob Wilson shall legislatively track by daily computer readouts those bills the City requested be followed. 5. Bob Wilson shall be designated and authorized by the City to act as an official representative with the California State Legislature and various governmental agencies, mcluding the Fish and ATTACHMENT A JUN 2 7 1995 HC:M 27 4 of 9 - - Game Commission, and persons involved in governmental affairs affecting the City. 6. Bob Wilson shall at all times perfonn duties customarily performed by legislative advocates and governmental affairs representatives on behalf of the City to the best of his .tbil;tit'~, experience and talents. 7. The City shall pay to Bob Wilson the monthly sum of $ 1,25U.OO, payable in advance. 8. The City shall furnish Bob Wilson with a telephon" .:wctit card for the term of this agreement. 9. The City shall reimburse Bob Wilson for any travel and other expenses directly related to a request by the City for Bob h'ilson to participate in any meetings or activities outside the City of Sacramento. 10. The term of this Agreement shall commence on June 15, 1995 and shall continue in full force and effect until June 30,1996, unless earlier terminated by thirty (30) days written notice from either party. 11. If any ..ction at law or in equity is necessary to enforce or interpret the terms of this Agreement, the prevailing pa, ty shall be entitled to reasonable attorney's fees, costs, and necessary disbursements in addition to any other relief to which s'.:.ch Farty may be entitled. 12. This Agreement shall be governed by the laws of the State of California. Bob Wilson represents and agrees that at all times while this Agreement is in effect he shall be duly licensed to perform the services described herein and shall comply in all respects with the laws of the State of California concerning lobbyist~, including but not limited, to the Political Reform Act of 1974. 14.
