A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
ADOPTING THE CITY OF POWAY'S
JURISDICTIONAL URBAN RUNOFF MANAGEMENT PROGRAM
WHEREAS, on February 21, 2001, the California Regional Water Quality Control
Board, San Diego Region (SDRWQCB), issued Order No. 2001-01, National Pollution
and Discharge System Elimination System (NPDES) Permit No. CAS0108758, naming
the City of Poway and nineteen (19) other jurisdictions as copermittees responsible for
the implementation of a countywide Storm Water Management Program; and
WHEREAS, on January 22, 2002 the City Council adopted Ordinance No. 552,
amending in its entirety Chapter 13.09 of the Poway Municipal Code for Storm Water
Management and Discharge Control, which provides the City adequate legal authority
to carry out the responsibilities of the new Permit; and
WHEREAS, the NPDES Permit mandates the City adopt and implement a
Jurisdictional Urban Runoff Management Program (JURMP) to reduce all illicit
discharges of pollutants and flows into and from municipal separate storm sewer
systems (MS4s), which shall be accomplished by reducing pollutants in urban runoff to
the Maximum Extent Practicable (MEP) from the three major phases of urban
development: planning, construction, and existing development; and
WHEREAS, the City has prepared a Jurisdictional Urban Runoff Management
Program containing specific measures the City will require for all planning and
construction activities, and existing development; and specific activities the City must
implement at all municipal facilities; and
WHEREAS, the JURMP includes detailed technical specifications for storm water
management, discharge control, and Best Management Practices (BMPs) to ensure
compliance with the new requirements of the Permit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1. The City of Poway Jurisdictional Urban Runoff Management Program
is hereby approved and adopted.
Section 2. Staff is hereby authorized and directed to file the City of Poway's
Jurisdictional Urban Runoff Management Program with the SDRWQCB by February 20,
2002.
Section 3. The City Manager is hereby authorized and directed to implement the
specific measures the City will require for all planning and construction activities, and
existing development beginning February 21, 2002 to ensure all public and private
facilities and existing and new development meet the requirements of the NPDES
Permit.
