A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
AMENDING THE LAND USE ELEMENT OF
THE GENERAL PLAN OF THE CITY OF POWAY
GENERAL PLAN (GPA 02-01A)
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq., of the California Government Code
describes the procedures for amending General Plans; and
WHEREAS, the City of Poway has initiated a General Plan Amendment, GPA
02-01A, which involves the consideration of the redesignation of land use and zoning of
53 parcels, or portions thereof, that have been acquired for, or dedicated as, biological
mitigation land from either Rural ResidentiaI-A (RR-A), Rural ResidentiaI-B (RR-B),
Rural ResidentiaI-C (RR-C), or Planned Community (PC), to Open Space-Resource
Management (OS-RM) or Natural Open Space (OS) The proposed areas for
redesignation range in size from 0.1 acres to over 30 acres and are located throughout
the City; and
WHEREAS, the City of Poway held a properly noticed public hearing in accor-
dance with the California Government Code and the California Environmental Quality
Act to consider that request; and
WHEREAS, the City Council further finds that the proposed General Plan
amendment would assist in the preservation of a unique biological habitat and
topographic conditions and would result in a land use designation that is compatible
with the adjoining open space and Iow density residential land uses.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council has considered the Environmental Initial Study (ELS) and
Negative Declaration (ND), for General Plan Amendment 02-01A and public comments
received on the ElS and ND. The subject ElS and ND documentation are fully
incorporated herein by this reference. The City Council finds, on the basis of the whole
record before it, that there is no substantial evidence the project will have a significant
impact on the environment. The City Council hereby approves the Negative Declaration.
Section 2: The City Council hereby approves General Plan Amendment, GPA 02-01A,

Assessor's Parcel Numbers 321-111-14, 321-111-15, and 321-111-16 shall
retain their Rural ResidentiaI-A (RR-A) land use designation as they were listed
in the Open Space Conservation Easement prepared for the a six-lot subdivision
on Eucalyptus Heights Road, but contain no biological resources easements.
Assessor's Parcel Number 321-161-01, previously referenced, was recently
changed by the County Assessor's Office to 321-161-07 and the proposed
redesignation in land use to OS-RM shall be applied to the revised Assessor's
Parcel Number.
