7.* Owner Participation Agreement with Environmental Development, Ltd., or
successor in interest/assignee, regarding the Redevelopment Agency
constructing public improvements on Espola Road in conj unct i on with

CITY MANAGER/EXECUTIVE DIRECTOR'S RECOMMENDATION: Take public input; close
public hearing; adopt Resolutions (1 City, 1 Agency) approving the OPA.
8.* Tentative Tract Map B6-01(RA), H.G. Investment Corp., applicant: a request
to amend the resolution of approval (P-86-17)for Huntington Gate, Phase 2,
Lots 33-70, to el iminate grading restrictions within building setback
areas on residential lots to preserve coastal sage scrub habitat; 41 I
acres, located south of Del Poniente Road, east and west sides of
Huntington Gate Drive, west of Fiddletown Road. Off-site purchase of 6.5
acres of comparable habitat or payment into an in-lieu fund is proposed.

public hearing; adopt Redevelopment Agency Resolution approving amendment.

Affordable Housing Strategy required by the judgement entered in Smith v.
