ABSTRACT
Contract bids were opened by the City Clerk on June 20, 1995 for the purpose of awarding a new one-
year contract with four one-year options for extension for City of Poway street sweeping services.

FISCAL IMPACT
The FY 1995/96 street sweeping budget is $130.000. This budget provides sufficient funds for the base
level of service plus anticipated and unanticipated special sweeping services.

A copy of this report has been mailed to Steven L Dickson. President of R.F. Dickson Company. Inc.
RECOMMENDATION
It is recommended that the City Council award the contract, Bid No. 94-95-020, to R. L Dickson,
Company. Inc. based on Alternate D as noted within the Proposal for Street Sweeping [Attachment 1].

SUBJECT: Award of Bid for Street Sweepinlf for the Cily of Poway
BACKGROUND
On June 30. 1995, the term of contract expired for RF. Dickson Company. Inc. Notice of
Inviting Bids were published in the Powll,Y News Chieftain on two consecutive Thursdays _
June 8 and June 15, 1995. Four contractors were also notified by mail. Bid packages were
picked up by two contractors, R.F. Dickson Company and California Street Maintenance.
FINDINGS
Two contractors responded by submitting bids; however, only one bidder, RF. Dickson.
responded prior to the 3:00 p.m. bid opening deadline on June 20, 1995. The other bidder,
California Street Maintenance, had sent their bid by Federal Express. Their package was
certified as being received by the City of Poway at 3:29 p.m. - approximately 1/2 hour after
bid opening.
The proposal requested the contractor to provide bids established on the following sweeping
frequency criteria:
Base Bid: Residential areas - every other month
Business and designated roads - zone A four times per month
zone B two times per month
Alternate A: Residential areas - standard season, every other month
leaf season, one time per month
Business and designated roads - zone A four times per month
zone B two times r month

The lump sum annual cost for Alternate D is $95,959.41. This alternate is consistent with the
City's current level of service, and the cost is within budget.
R.F. Dickson Company has been under contract with the City of Poway for street sweeping
for the last ten years. This company has been very responsive and has done a fIne job for the
City.

the scope and requirements of the services to be contracted. On pages 18 through 20, the
. facts and listings are an approximation; actual quantities may differ. The City will assume
that each Contractor has investigated, and is satisfied as to the conditions to be encountered.
