This report recommends that the City Council continue this practice for an additional year. ENVIRONMENTAL REVIEW -- This action is not subject to CEQA review. FISCAL IMPACf The City receives over $250,000 annually in cable franchise fees from the cable operators, Approximately $1,531 was derived in franchise fees from adult cable programming. Approval of staff recommendation will result in an appropriation from the Reserve Fund. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE Neville Bothwell, For Parents' and Kids' Sake, and Barbara Boody of EYE were notified of this agenda item, RECOMMENDATION It is recommended that the City Council appropriate $1,531 from the Reserve Fund for a donation to EYE and For Parents' and Kids' Sake. Fitch, Assistant City ManagerCfllr Penny Riley, Senior Management Analyst~ DATE: July 18, 1995 SUBJECT: Donation of Franchise Fee Revenue Derived from Adult Cable Programming to Nonprofit Family and Social Service Organizations BACKGROUND At the initiation of the City Council, the City of Poway donated the 1994/95 franchise fee revenue derived from adult cable programming to EYE Counseling and Crisis Center and For Parents' and Kids' Sake. A donation of $3,144 was divided equally between the organizations in June 1994. EYE provides the accompaniments at Pomerado Hospital in Poway, in-person counseling in both group and individual formats, information and referral services to victims, professionals and victims' family members, community education for the purpose of prevention and intervention, and participation in policy making through organizations such as the Sexual Assault Response Team (SART), Additionally, EYE provides self-defense classes. For Parents' and Kids' Sake, Inc. is a nonprofit family service organization that promotes the well-being of children and families, with emphasis on child abuse prevention. Their mission is to enhance the quality of life for children, teens, and adults through education, counseling, and referrals. For Parents' and Kids' Sake was founded in 1978 as a child abuse task force in Poway. The organization received nonprofit status in 1982 and has been providing services to families in San Diego County from their offices in Poway. The organization offers programs and services that include: positive parenting classes, post-partum parenting, individual and family counseling, women's support groups, teen parents together, and eating disorder support groups. Both nonprofit organizations provide services to Poway residents; one provides services from their facilities in Escondido and San Diego, and the other provides services from their offices in Poway, 2 of 3 JUL 1 8 1995 ITEM 9./ ,I - Agenda Report - Donation of Franchise Fee Revenue July 18, 1995 Page 2 FINDINGS The staff has contacted both Cox Cable and Southwestern Cable TV to determine the amount of their annual franchise fee that is derived from adult programming. Based on information provided by the cable companies, approximately $1436 in franchise fees is generated by Cox Cable's adult programming and $95 is generated by Southwestern Cable. The total annual revenue in franchise fees from adult programming is estimated to be $1,531. Staff is recommending that the City Council donate $1,531 to~be split evenly between the EYE and For Parents' and Kids' Sake. The proposed donation is less than in the previous fiscal year due to a reduction in City franchise fees because of the elimination of daytime hours for adult cable programs.
