ABSTRACT
A request to modify a previously approved comprehensive sign program for the Lively
Center located in the 13200 block of Poway Road within the Commercial General zone. The
modification will allow for wall signs to be placed on the rear wall of tenant suites.
ENVIRONMENTAL REVIEW
The project is not subject to CEQA.

RECOMMENDATION
It is recommended that the City Council approve Comprehensive Sign Program 78-14(M)
subject to the conditions in the attached resolution.

BACKGROUND
The sign standards for the subject center were originally approved with County
Comprehensi ve Sign Plan ZAP 74-235 on November 22, 1974. Currently, the
Comprehensive Sign Program number for the Lively Center is CSP 78-14. The
applicant is requesting that the comprehensive sign program for the center be
revised to allow for wall signs to be placed on the rear exterior walls of tenant
spaces within Lively Center that are visible to the public from Poway Road.
Section 17.40.170 of the Zoning Ordinance requires City Council approval for
amendments to a comprehensive sign program.
FINDINGS
The modification of CSP 78-14 will allow wall signs to be installed on the rear
elevations of tenant spaces within the center upon the necessary approvals from
the Planning Services Department (sign permit) and Building Services Department
(electrical and/or building permit). The rear wall signs shall be designed to
comply with the wall sign standards approved under CSP 78-14 ( See Attachment C).

These standards require that each wall sign within the center be internally
illuminated channel letters and of a color and lettering style that is compatible
with other tenant signs within the center.
ENVIRONMENTAL REVIEW
The project is not subject to the California Environmental Quality Act.
FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
None.
RECOMMENDATION
It is recommended that the City Council approve Comprehensive Sign Program 78-
14(M) subject to the conditions in the attached resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING COMPREHENSIVE SIGN PROGRAM 7a-14M
ASSESSOR'S PARCEL NUMaER 317-101-42
WHEREAS, Comprehensive Sign Program 7a-14M, Riley Lively, Owner, Northern
Automotive Corporation, Applicant, request approval of a modification to the
comprehensive sign program for the Lively Center located at 13232 - 13274 Poway
Road within the Commercial General Zone; and
WHEREAS, on August 1, 1995, the City Council held a hearing to review the
proposed sign program modification.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Environmental Findinas:
The sign program modification is not subject to CEQA because it is exempt
from environmental review under Class 11 of the CEQA Guidel ines which
includes on-premise signs.
Section 2: Findinas:
The comprehensive sign program is in comp 1 i ance with the standards
contained in Section 17.40.010 of the Zoning Ordinance.
Section 3: Citv Council Decision:
The City Council hereby approves Comprehensive Sign Program 7a-14M subject
to the following conditions:
1. Within 30 days of approval (1) the applicant shall submit in writing
that all conditions of approval have been read and understood.
2. All signs within the center shall conform to the sign criteria as
approved by the County Planning Department on November 22, 1974 as
shown on Attachment C of the subject agenda report (CSP 7a-14M),
except as modified herein.
3. The maximum number of wall signs permitted per center tenant is one
(1) per business frontage and/or parking lot(s) with a maximum of
three signs for anyone business.
4. Approval of this request shall not waive compliance with Section
17.40.010 of the Zoning Ordinance and all other applicable City
ordinances in effect at the time of the sign permit issuance.

Gentlemen:
Proposed is a comprehensive sign identificotion plan for a shopping center
development locoted at 13232 Poway Rd., Poway, California. Within the scope of
our proposal, we intend to present a plan which will allow Lively Construction
(owner, developer), in conjunction with county officiols, to administrate sign
applicotions at this shopping center.
Proposed:
A. Ground Signs:
To be designed and submitted for approval at future dote. All design
criterio will conform to existing sign ordinonces.
B. Wall Signs: _
Will be in accordance with approved sign criteria and will maintain 1.5
square feet of sign area for every lineal foot of tenant frontage, in accordance
with the county sign ordinances. 'n certoin circumstonces, the owner may
approve additional sign area with the understanding that he, the owner,
is fully responsible for maintaining a moximum wall sign allowance of 1.5
square feet for every linea I foot of bui Iding frontage.

The owner reserves the right to review ond approve all identification .
signs within this center. Tenants may make opplication for permits
only after the owner has opproved in writing sign drawings submitted.
Written owner approval, including approved drowings, should be presented
to the San Diego County Building Deportment in order to secure permits.
Within the scope of the owners approval, the continuity of design, layout,
ond color will be carefully reviewed in order to maintain a harmonious
presentation to the public.

D. Wall sign criteria:
All businesses will confonn to the use of individual letters in the process
of identifying their businesses. Recognizable logos and symbols wi II be
pennitted in conjunction with individual letters. All letters, logos, and
symbols are to be internally illuminated.
See drawings attached as representative criteria and wall sign calculations.
This plan is presented with the express hope that through our mutual efforts the
sign opplication for this comprehensive sign identification program wi II assist the
county of San Diego in administrating its new sign ordinance
