ABSTRACf
On June 13, 1995, the Traffic Safety Committee (TSC) reviewed a staff report regarding
school traffic congestion at the Twin Peaks Road/Tierra Bonita Road intersection. The
TSC approved establishment of a "No Stopping or Standing" zone and a "Time Restricted
Loading" zone on a segment of the north side of Twin Peaks Road, west of Tierra Bonita
Road. Resolutions No. 100 (1981), 243, 316, 317 and 318 (1982), 84-034 (1984), 89-002
(1989), covering this area, Espola Road, and Silver Lake Drive, should be updated to
reflect current conditions.

BACKGROUND
In May and June 1991, roadway conditions on Tierra Bonita were reviewed by the
Traffic Safety Committee (TSC) at the request of the Tierra Bonita PTA. The
PTA was concerned about increasing congestion and reduced school area safety.
A number of actions were taken to reduce peak hour congestion and improve
circulation. The actions included relocation and installation of new parking
restrictions and loading zones, separating school start times to reduce
congestion, and the addition of an adult crossing guard at the Twin Peaks and
Tierra Bonita intersection. Actions implemented clearly improved conditions
and school safety in front of Twin Peaks Middle School and Tierra Bonita
Elementary School.
At the April 17, 1995 TSC meeting, Steve Rogers, Assistant Director of
Transportation for the Poway Unified School District, requested another review
of conditions along Tierra Bonita Road citing changed conditions.
At the May 9, 1995 meeting, the TSC reviewed 8 alternatives to improve
circulation and reduce congestion around the school. The TSC requested that
signal timing at the Twin Peaks/Tierra Bonita intersection be adjusted. The
TSC also requested information about implementing a time restricted loading
zone along Twin Peaks Road. This would be attractive to parents who drop off
children and, thereby, improve traffic flow on Tierra Bonita.

At the June 13, 1995 meeting, in addition to the actions of the May 1995
meeting, the TSC approved for recommendation to City Council a 250 foot time
restricted loading zone and extension of an existing no parking zone on Twin
Peaks.
FINDINGS
There are 753 students enrolled at Tierra Bonita Elementary and 1776 students
at Twin Peaks Middle School. Since 1991, the Tierra Bonita Elementary School
population has not changed, but there has been a 19% increase in the Twin
Peaks Middle School population. The overall increase has caused an increase in
traffic along Tierra Bonita Road. A similar student population is expected for
the 1995-1996 school year.
Significant morning congestion occurs on Tierra Bonita north of Twin Peaks as
a result of the two schools. Twin Peaks Middle School starts at 8:25 a.m. and
Tierra Bonita Elementary starts at 7:45 a.m.. Each school start time causes a
10-15 minute peak period when parents drop off children. At the same time,
buses arrive at both schools.
The Twin Peaks Middle School parking lot exit driveway is close to the Twin
~ Peaks Road intersection. During the peak morning period, traffic on Tierra
Bonita tends to back beyond the school driveway causing congestion in the lot.
Exiting traffic also slows the progress of vehicles on Tierra Bonita at the
intersection. Many parents prefer to drop middle school children in the Tierra
Bonita school lot to avoid street and middle school congestion.
On an experimental basis, four middle school buses used the public bus stop at
Twin Peaks Road west of Tierra Bonita for morning drop off at the end of the
spring semester. This helped to reduce congestion on Tierra Bonita during
critical times. Of the sixteen buses which serve the middle school, eleven
have the potential for using the Twin Peaks stop for loading and unloading.
The existing bus stop is insufficient in size to accommodate more of the
buses, and more red zone would help ensure availability for school bus use.
Presently, 115 feet of red curb exists along the northerly curbline of Twin
Peaks Road. Additional restrictions would not significantly affect existing
parking availability along Twin Peaks Road.
The TSC also reviewed a proposed loading zone along Twin Peaks west of Tierra
Bonita. A 250 foot loading zone near the school stairway would provide parents
with a safer, more accessible parking area for morning school drop offs.
Because of the need for parking in this area, it is proposed that the loading
zone be restricted to the hours of 7 to 9 AM and 2 to 4 PM during school days
only.
DISCUSSION
,- The TSC review recommended loading zone and parking restrictions for Twin
Peaks Road. However, previous Resolutions (No. 100, 243, 316, 317, 318,

84-034 and 89-002} established no parking zones not only along Twin Peaks, but
each included portions of Espola Road, and Silver Lake Drive, as well. Copies
of the previous Council actions are included as Attachment B. Action modifying
parking restrictions along Twin Peaks will necessitate inclusion of the
existing restrictions along Espola and Silver Lake too.
Improvements, such as road widening, signal construction and lane
reconfigurations including bike lanes, have changed the need for restrictions
along Twin Peaks as they were approved in the 1980s. The proposed action will
update the no parking zones on Twin Peaks, Espola and Silver Lake to better
reflect existing conditions and needs.

WHEREAS, Section 22507 of the California Vehicle Code permits the
establishment of No Standing or Parking Zones in the City of poway; and
WHEREAS, this Council has determined that a certain No Standing or Parking
Zone should be established:
NOW THEREFORE BE IT RESOLVED that in accordance with said Section 22507 the
following No Standing or Parking Zone is hereby established:
Both sides of Espola Road from the north line of Twin Peaks Road
northerly to the San Diego City Limits and on the east side from the
north line of Range Park Road northerly to the north line of Twin Peaks
Road.
The south side of Twin Peaks Road from the west line of Espola Road
westerly 110 feet and on the north side from the west line of Roberto
Rio Road westerly to a point 380 feet west of the west line of Budwin
Lane.

WHEREAS, parked vehicles on the north side of Twin Peaks Road
between Midland Road and Budwin Lane will cause traffic congestion
and visibility restrictions for vehicles exiting driveways; and
WHEREAS, parking restrictions on Twin Peaks Road between
Midland Road and Budwin Lane will increase the safety for traffic
traveling this street.
NOW, THEREFORE, BE IT RESOLVED that a "NO PARKING" zone is
hereby established as follows:
The north side of Twin Peaks Road between Midland

WHEREAS I this Council has determined that emergency vehicles in
performance of their regular duties, including speed limit enforcement,
should be exempt from the requirements of this resolution.

The east side of Espola Road from the northerly curb prolongation

Whereas, Section 22507 of the California Vehicle Code permits the
establishment of "No Stopping, Standing, or Parking" zones in the City of
Poway; and
Whereas, Section 21458 of the California Vehicle Code permits the
establishment of "Time Restricted Loading" zones in the City of Poway, and
Whereas, the City Council has determined that certain "No Stopping,
Standing, or Parking" and "Time Restricted Loading" zones should be
established,
NOW, THEREFORE, BE IT RESOLVED that, in accordance with Sections 22507
and 21458 of the California Vehicle Code, "No Stopping or Standing" zones are
hereby established on Twin Peaks Road, Espola Road, and Silver Lake Drive in
the following locations:
