ABSTRACf
On July 11, 1995, the Traffic Safety Committee (TSC) reviewed conditions on Tierra
Bonita Road south of Twin Peaks Road. During the review, it was found that the posted
speed limit of 35 MPH does not match the existing ordinance establishing a 40 MPH
limit. This action will correct the discrepancy by updating the Poway Municipal Code to
reflect a 35 MPH limit.

This action is not subject to CEQA review.

RECOMMENDATION
It is recommended that City Council: 1) introduce and hold first reading of the
attached Ordinance establishing a 35 MPH speed limit on Tierra Bonita Road from Twin
Peaks Road to Belvedere Drive; and, 2) continue Public Hearing to September 5, 1995 for
second reading and adoption.

BackGround
On July II, 1995, the Traffic Safety Committee (TSC) reviewed conditions on
Tierra Bonita Road south of Twin Peaks Road. The review was initiated at the
request of a resident who was concerned about pedestrian safety in the area.
The resident indicated vehicle speeds on Tierra Bonita, south of Twin Peaks,
are too high and he recommended that road bumps or stop signs be installed.
The TSC found conditions on Tierra Bonita to be generally safe. During the
review, it was found that the posted speed limit of 35 MPH does not match the
existing ordinance establishing a 40 MPH limit.
Traffic/Site Conditions
Tierra Bonita Road is a two lane residential collector which runs north and
south. The road varies from 30 to 40 feet wide. A two way turn lane separates
oncoming directions near the Twin Peaks Road intersection. The two way turn
lane ends south of Poway Valley Road, where the lane configuration becomes one
lane in each direction. Excepting a short segment along the west side near
Twin Peaks, there are no pedestrian facilities on Tierra Bonita. An equestrian
path runs along the west side of Tierra Bonita from Twin Peaks to Donart.
There are two signed equestrian crossings within that segment. A narrower dirt
path extends south to Ipava from Donart. Donart and Ipava, which intersect
with Tierra Bonita, are each stop sign controlled.

FindinGs
Previous speed surveys and documentation for Tierra Bonita Road were reviewed.
Speed surveys from 1988, and 1991 support a posted 35 MPH speed limit on
Tierra Bonita Road from Twin Peaks Road to Belvedere Drive. The limit is based
on a 5 MPH reduction due to conditions which are not readily apparent to the
driver: 1) Design speed for roadway geometry is below 85th percentile speed;
2) High pedestrian and bicycle activity with no pedestrian/bicycle facilities,
and 3) road segment contains two high volume equestrian crossings.
Tierra Bonita, south of Twin Peaks, has a safe accident history. Only two
accidents have occurred in the past three years. None of the accidents was
speed related. This helps confirm that the 35 MPH posted limit is appropriate
for existing conditions.
The attached proposed ordinance establishing a 35 MPH limit will correct the
.- inconsistency between the existing Ordinance and field conditions.

September 5, 1995 for second reading and adoption.

AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA
AMENDING SECTION 10.32.209 AND SECTION 10.32.020 OF THE POWAY MUNICIPAL CODE
REDUCING SPEED LIMITS ON TIERRA BONITA ROAD FROM TWIN PEAKS ROAD TO BELVEDERE DRIVE
THE CITY COUNCIL OF THE CITY OF POWAY DOES ORDAIN AS FOLLOWS:
Section 1: Pursuant to Section 22357 and 22358 of the California Vehicle Code
permitting establishment of local speed limits upon the completion and
recommendation of an engineering and traffic survey; a 35 mph speed limit on Tierra
Bonita Road from Twin Peaks Road to Belvedere Drive is hereby established.
Section 10.32.020 of the Poway Municipal Code shall be amended to include:
Tierra Bonita Road. The speed limit on Tierra Bonita Road from Twin Peaks Road
to Belvedere Drive is decreased to and established at thirty five miles per
hour.
Said speed limit is reduced 5 mph from the 85th percentile speed based on the
following unusual conditions: 1) Design speed for roadway geometry is below
B5th percentile speed; 2) High pedestrian and bicycle activity with no
pedestrian and/or bicycle facilities; and, 3) High volume equestrian crossing.
Section 10.32.209 of the Poway Municipal Code shall be amended to delete:
Tierra Bonita Road. The prima facie speed limit on Tierra Bonita Road from Twin
Peaks to Belvedere is increased to and established at forty miles per hour.
Section 2: This Ordinance shall take effect and be in force thirty (30) days after
the date of its passage; and, before the expiration of fifteen (15) days after its
passage, it shall be published once with the names of members voting for and against
the same in the Powav News Chieftain, a newspaper of general circulation published
in the City of Poway.
Introduced and first read at a regular meeting of the City Council of the City
of Poway held the 22nd day of August, 1995, and thereafter PASSED AND ADOPTED at a
regular meeting of said City Council held the 5th day of September, 1995, by the
following roll call vote:
