ABSTRACf
On August 7, 1995, the City received a letter from Phyllis Comer, Older Adult Services
and Information Systems (OASIS) Coordinator, requesting a donation of $700 to fund a
one-time training program and supplies for the OASIS Program. This report recommends a
$700 donation.
ENVIRONMENTAL REVIEW
Environmental review is not required for this agenda item according to California
Environmental Quality Act guidelines.

As part of the budget process for Fiscal Year 1995-96, $5,000 was appropriated from the
General Fund for community contributions. A total of $3,800 remains available for the
program.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Phyllis Comer of the PUSD OASIS Program was provided a copy of the staff report.
RECOMMENDATION
It is recommended that the City Council approve a $700 community contribution to fund
supplies and volunteer training for the OASIS Program.

from the PUSD OASIS Intergenerational Tutoring
Program
BACKGROUND
On August 7, 1995, the Mayor received a letter from Phyllis
Comer, the coordinator of the Older Adult Services and
Information Systems (OASIS) program, requesting a donation of
$700 to fund a training program and purchase supplies for the
PUSD OASIS Intergenerational Tutoring Program. Additionally, Ms.
Comer provided 11 letters from educators, parents and student-
participants regarding the impact of the program.
FINDINGS
OASIS is a non-profit organization which pairs senior volunteer
tutors with children in the primary grades. They work one-on-one
to improve student skills in the language arts through a Language
Experience Approach to reading. This approach is being used in
52 school districts nationwide and has proven to be enormously
successful. PUSD has just completed the first year of the
Program with 87 trained tutors who helped 101 children by working
with each of them one hour per week. Ms. Comer anticipates that
the number of volunteer tutors will double by January, 1996.

In order to accommodate this increase in volunteer tutors, OASIS
has requested that the City Council donate $700 to provide
supplies and train an additional 18 tutors who will receive the
basic 12 hours of instruction as well as the supplemental 3 hours
for a new component for reaching children in kindergarten. The
Council donation will be used specifically to fund tutors for
schools located in Poway.
The requested donation would be used solely as a one-time
educational expense to train additional tutors. The Community
Contribution program cannot be used to fund ongoing operational
costs for educational programs; however, based upon the criteria
set forth in the City's Community Contributions Policy for
Educational and Non-profit Programs, OASIS is eligible to receive
a contribution from the City for this one-time educational
expense (Attachment B).

Dear Mayor Higginson,
Yesterday, I spoke with Susan Callery who suggested that I write
to you to ask for the support of the council for the PUSD OASIS
Intergenerational Tutoring Program. This program pairs senior
volunteer tutors with children in the primary grades working one-
on-one to improve their skills in the language arts through a
Language Experience Approach to reading.
This approach is being used in 52 school districts nationally and
has proven to be enormously successful. The tutors receive 12
hours of intensive training and attend a 1 1/2 hour meeting
monthly for additional information in implementing the program.
The program was developed by RObinson-May Co. They continue to
support it in each school district along with other local
organizations.
The PUSD has just completed the first year with 87 trained tutors
who helped 101 children working one hour a week with each of
them. By January, 1996, we can almost double the number of
tutors. In addition, there will be two new features, supplemental
training to help children in kindergarten and a math/science
component for the first through third graders.
This is a request for a donation from the poway City Council's
Community Contribution Fund of $700 for a one time expense to
provide supplies and train an additional 18 tutors to receive the
basic 12 hours of instruction as well as the supplemental 3 hours
for the new component of reaching children in kindergarten.
These funds will only be used for schools in the city of poway.
I am enclosing our budget for the coming school year and a few
testimonial letters in support of this program.
OASIS is a non-profit organization and all of our tutors are
volunteers.

COMMUNITY CONTRIBUTIONS POLICY FOR EDUCATIONAL
AND NON PROFIT PROGRAMS
I. PURPOSE
The purpose of this policy is to establish a formal procedure for
allocating funds to cOL~unity groups requesting contributions
from the City of poway for educational or non profit programs.
II. ELIGIBILITY
City contributions shall be considered for one-time educational
or non profit programs which benefit and involve poway residents.
Reoccurring educational or non profit programs shall not be
eligible to receive funding. All funding requests must meet one
of the following criteria.
A. School activity or educational program for school
groups.
B. Printing of non profit or educational materials to be
distributed to poway residents.

C. Non profit community oriented programs or events.
III. PROCEDURE
A. Annually, the City Council shall appropriate Community
Contribution funds for educational and non profit
programs in an amount to be determined through the
budget process.
B. Funding requests for educational or non profit programs
shall be presented to the City Council in writing.
Funding requests may be presented to the City Council
throughout each fiscal year.
C. Within a thirty day (30) period, staff shall prepare an
evaluation of each funding request presented to the
City Council.
D. The City Council shall review funding requests on a
case-by-case basis and determine the amount granted for
those requests based upon funds remaining for Community
Contributions. Community Contributions shall be
available until all Community Contribution funds have
been allocated.

E. Community Contributions may be allocated by the City
Council in the form of a donation or loan. Loans must
be either repaid in full to the city within a specified
period of time or repaid through a specified amount of
community service hours.
F. Payment for approved contributions shall be based upon
the timing of the educational or non profit program
expenditures.
