SUBJECT: Authorization to Issue a Request for Proposal for Public Recreation Use on City
Owned Property Adjacent to Poway SportsPark
ABSTRACT
When the Poway SportsPark was constructed, the City owned property on the western
corner of Stowe Drive and Crosthwaite Circle was not developed. It is recommended that
the City Council authorize the staff to issue a request for proposal for a public
recreation use on this property.
ENVIRONMENTAL REVIEW
This item is not subject to CEQA review.
_ FISCAL IMPACT
No City funds would be reqUired for this project. The lessee would be responsible for
making the lease payment to the City.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Additional notification sent to Parks and Recreation Advisory Committee, Tony Parker,
and Tom Schwartz.
RECOMMENDATION
It is recommended that the City Council authorize staff to issue a request for proposal
for a public recreation use on City owned property adjacent to the Poway SportsPark.

SUBJECT: Authorization to Issue a Request for Proposal for Public
Recreation use on City Owned Property Adjacent to Poway
Sports Park
BACKGROUND
The City of Poway acquired 15 acres in the South Poway Business Park at the
corner of Mclvers Court and Stowe Drive for the purpose of constructing a
sports park. The City owned Poway SportsPark opened in January 1994 and is
operated under a lease agreement with SportsPark of California. In the
original design of the project, the portion of the site located at Stowe Drive
and Crosthwaite Circle was intended for pay-for-play racquetball courts and
tennis courts. These uses were not pursued due to budget constraints and the
dissolving of the company which was to operate the pay-for-play racquetball.
The property is currently vacant.
FINDINGS
Staff has been contacted by several individuals who are interested in
developing the property for a public recreation use under a lease agreement
with the City. The site, which is elevated from the Poway SportsPark contains
approximately 25,000 square feet of usable space. Site development issues
such as on-site parking requirements, utility locations, setback requirements
and project lighting must be addressed. Staff has assessed these issues and
concluded there are no obstacles which would prevent the development of the
property.

The responsibility to design, construct, operate, and maintain the property
would be that of the successful bidder. Potential bidders have expressed
interest in locating indoor soccer or roller hockey on the property. The
selected public recreation use would be based on the merits of the total bid
proposal.
Bidders would be required to address the following components in the request
for proposal: 1) overall project design, 2) projected demand for the activity
proposed, 3) prior experience in a similar project, 4) management capability,
5) financial viability of the bidder, 6) compatibility with the adjacent
softball use, 7) ability to operate and maintain the facility, and 7)
anticipated lease revenue to the City.
Proposals would be reviewed by staff and the most qualified would be
interviewed. A recommendation would then be submitted to the City Council to
approve a lease agreement with the selected bidder. The overall objective in
developing the property is to maintain the high quality achieved in the
construction of the sports park.
