SUBJECT: Approval of the Resolution for Filing a Grant Fund Application with the California
Integrated Waste Management Board (CIWMB) Household Hazardous Waste
Discretionary Grant Program
ABSTRACT
AB 1220 authorizes the California Integrated Waste Management Board to expend funds to agencies
responsible for solid waste management to prevent the disposal of hazardous wastes in solid waste
landfills. A grant application is being submitted for the City of Poway prior to the deadline, September
29, 1995.

FISCAL IMPACT
A maximum of $120,000 in funds from the CIWMB HHW Discretionary Grant can be requested and
awarded to individual agencies. Staff will be requesting funding to support permanent collection sites
within the City and for continued education and public awareness programs. Grant funding will be made
by the CIWMB upon receipt of quarterly payment requests, and as directed under the CIWMB
Administrative Procedures and Requirements,

RECOMMENDATION
Staff recommends that the City Council approve the attached resolution authorizing the submittal of an
application to the CIWMB for a Household Hazardous Waste Discretionary Grant by which the City of
Poway shall enter into an agreement with the State of CaliforrUa for the development of the project.

Household Hazardous Waste Discretionary Grant Program
BACKGROUND
As a condition for grant consideration by the CIWMB, the Council must include with its
application an approved resolution authorizing the submittal of application to the CIWMB for
Household Hazardous Waste Discretionary Grant funding.
For an 18-month period, January 1, 1996 through June 30, 1997, another $3 million in grant
funds will be dispersed to qualifying agencies. An individual agency can apply for up to
$120,000.
Since January 1, 1995, staff has had time to review the processes by which the City of
Poway's current grant program collects designated household hazardous wastes. Although,
the City has found that past events would bring between 400 to 600 participants, the latest
event [sponsored with CIWMB HHW grant funding] received less than 150 cars, Under the
new grant, the City of Poway intends to hold cooperative agreements with various retailers
within the City whereby these sites will act as facilities for the collection of used household
hazardous wastes based on products sold to the public,

FINDINGS
The City of Poway receives many calls during the year for disposal of household hazardous
waste. Services have been limited to individuals transporting wastes to the County's
contracted collection site in Chula Vista and limited, periodic mobile events sponsored by
various Cities and the County. The City's objective is to develop and implement local
household hazardous waste permanent facilities for the collection of wastes such as used oil,
auto batteries, antifreeze, and both oil and latex paints. Barring any specific limitations as to
what can be collected at these specifically designated sites, turpentine and paint thinners may
also be added.
The discretionary grant will be awarded based on the inclusion of the following proposal
elements:
. Describe and demonstrate the local need for the project and the benefits and end
products resulting from the project
. Sufficient detail to determine that project objectives can be achieved within the time
and resources allocated to the project
. Detail proposed expenses as reasonable
. Clearly describe and demonstrate the project is cost effective in relation to location,
source, quality, or quantity of targeted household hazardous wastes
. Establish new HHW program opportunities for rural areas, underserved areas, or small
cities
. Expansion of existing program(s) to provide for the collection of additional waste
types, innovative or more cost-effective collection methods, or expanded public
education services
. Proposal establishes HHW programs that address regional (multi-jurisdictional) needs
. Continue the project after the grant term expires
It is the City's intent to provide adequate services to its residents and to accommodate adjacent
agencies. The City will be soliciting specific retailers to obtain statements of support and the
necessary agreements. Assistance to the retailers will also be available in obtaining any
amendments to existing City/County permits now held by the retailer for the inclusion of the
collection of household hazardous wastes.
An example of locations to be targeted for permanent collection facilities include:

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, COUNTY OF SAN DIEGO, CALIFORNIA
AUTHORIZING THE SUBMITTAL OF THE HOUSEHOLD HAZARDOUS
WASTE DISCRETIONARY GRANT APPLICATION BY THE CITY OF POWAY
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Eastin, 1993) that provides grants to local governments to establish and implement waste
diversion and separation programs to prevent disposal of hazardous waste, including household
hazardous waste, in solid waste landftlls; and
WHEREAS, the California Integrated Waste Management Board has been delegated the
responsibility for the administration of the program within the State, setting up necessary
procedures governing application by cities and counties under the program; and
WHEREAS, said procedures established by the California Integrated Waste
Management Board require the applicant to certify by resolution the approval of application
before submission of said application to the State; and
WHEREAS, the applicant will enter into an agreement with the State of California for
development of the project.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Poway
authorizes the submittal of an application to the California Integrated Waste Management
Board for a Household Hazardous Waste Discretionary Grant, The Director of Public
Services of the City of Poway is hereby authorized and empowered to execute in the name of
the City of Poway all necessary applications, contracts, agreements and amendments hereto for
the purposes of securing grant funds and to implement and carry out the purposes specified in
the grant application.
APPROVED and ADOPTED by the City Council of the City of Poway, California, at
a regular meeting EFFECTIVE this 26th day of September, 1995.
