Road ABSTRACT The Community Services Department plans to install a replacement monument sign at Titan Way and Espola Road. Since the sign is 12' high, the sign permit is on the Council agenda per Poway Municipal Code Section 17.40.260.G. ENVIRONMENTAL REVIEW This project to install a replacement monument sign is Categorically Exempt from the California Environmental Quality Act, Class 11 for on-premise signs. - FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. Streeter, Principal Planner DATE: October 3, 1995 SUBJECT: Sign Permit 95-33 - Poway Performing Arts Center Replacement Monument Sign, 15498 Espola Road BACKGROUND The Community Services Department plans to install a replacement monument sign at Titan Way and Espola Road. The proposed sign is 12' high and 36 square feet in area. The Poway Municipal Code (PMC) section 17.40.220.1 limits institutional signs to not more than 36 square feet in area and not more than 6' in height. Section 17.40.240.1 allows businesses not in a center to have freestanding signs which are 40 square feet in area and not more than 8' in height without City Counc il approval. Section 17.40.260.G allows the City Council to approve freestanding signs up to 15' in height when it finds ~hat extraordinary circumstances are present. Extraordinary circumstances include, but are not limited to the following: 1. Impaired visibility from vehicles entering or exiting the primary driveway of the proposed or existing development; 2. Placement of an existing nonconforming building is such that there is limited, in not any, space available for a visible low-profile sign; and 3. The grade of the site is such that the placement of a low-profile sign would not be visible from the street. FINDINGS The overall sign height is twelve feet with five and one-half feet of clearance under the sign for visibility. In accordance with PMC 17.40.260.G findings may be made that the Performing Arts Center has unusual circumstances to warrant approval of a sign over eight feet in height at the proposed location near the current monument sign location at Espola Road and Titan Way. The sign identifYing the building and promoting upcoming events must be of a height and location near the corner of Espola Road and Titan Way to be seen by northbound motorists. 2. A cutbank just before Titan Way obscures the vision of northbound motorists unless the sign is near the street.. 3. Trees along the Performing Arts Center and high school frontage would obscure the sign to southbound motorists unless it is close to the street. 4. In the visible position the sign would obstruct the visibility of vehicles exiting Tital Way onto Espola Road if it is not raised to allow a line of sight under it. P- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING SIGN PERMIT 95-33, CITY OF POWAY ASSESSOR'S PARCEL NUMBER 278-450-27 WHEREAS, the City of Poway Community Services Department will be installing a replacement monument sign at the Performing Arts Center at 15498 Espola Road; and WHEREAS, Section 17.40.220 of the Poway Municipal Code limits the height of freestanding signs to 6' for institutional uses or 8' for commercial uses unless approved by the City Council according to Municipal Code (PMC) section 17.40.260.G; and WHEREAS, in accordance with PMC section 17.40.260.G the City Council finds that the Performing Arts Center has unusual circumstances to approve a sign 12' in height in that:; 1. The sign identifying the building and promoting upcoming events must be of a height and location near the corner of Espola Road and Titan Way to be seen by northbound motorists. 2. A cutbank just before Titan Way obscures the vision of northbound motorists unless the sign is near the street.. 3. Trees along the Performing Arts Center and high school frontage would obscure the sign to southbound motorists unless it is close to the street. 4. In the visible position the sign would obstruct the visibility of vehicles exiting Tital Way onto Espola Road if it is not raised to allow a line of sight under it. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Environmental Findinas: This project to install a replacement monument sign is Categorically Exempt from the California Environmental Quality Act, Class 11 for on-premise signs. Section 2: Citv Council Decision: The City Council hereby approves Sign Permit 95-33 subject to the following condit ions: 1. Any signs proposed for this development shall be designed and approved in conformance with the Sign Ordinance. 2. A sign permit and electrical permit shall be obtained from the Planning Services Department. 3. The street address shall be placed on the sign in such a position as to be plainly visible and legible from the street fronting the property. Said numbers shall contrast with their background. COMPLIANCE SHALL BE APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES. l. Prior to any work being performed in the public right-of-way, an encroachment permit shall be obtained from the Engineering Services Department. 2. Sign location shall comply with CalTrans design standards for sight distance at a street intersection. 3. All proposed utilities for the sign shall be installed underground.
