Residents of the complex are concerned that cars which typically park along both sides of Apache may restrict emergency access to their condos. The Safety Services Department made a similar observation of a narrow thoroughfare on Apache. On September 12, 1995, the Traffic Safety Committee reviewed a staff report outlining conditions and findings. The TSC agreed with the report recommendation that parking restrictions be installed along the south side of Apache Road. ENVIRONMENTAL REVIEW This action is not subject to CEQA review. - FISCAL IMPACT Costs associated with this action will be limited to initial sign installation and maintenance. Shortly after the request, the Safety Services Department made a similar observation of a narrow thoroughfare on Apache. On September 12, 1995, the Traffic Safety Committee reviewed a staff report outlining conditions and findings. The TSC agreed with the report recommendation that parking restrictions be installed along the south side of Apache Road. - Traffic/Site Conditions Apache Road is a short east-west running residential street that tees into Midland Road at its east end. The road varies in width from 36 feet to 24 feet. On the north side, the Country Road Condominiums extend along almost the entire length of the street. The south side is shared by the Mt. Zion Fellowship Church and by several private residences. The north side of the road is constructed to its ultimate width and has concrete curb and gutter. The south side narrows to a subultimate width bound by asphalt berms. See Site Diagram, Attachment A. Speed Limit: Apache Road 25 MPH (prima facie) Traffic Volume: 275 AWD both directions 475 both directions (Sunday count) Accidents: 1992 - 1 1993 - 0 1994 - 0 1995 - 0 ACTION: 2 of 7 - Parking Restrictions - .\piche Ro.d Welt of Midland Road October 17, 1995 Pelile 2 FINDINGS Ultimate improvements were constructed along the north side of Apache by the bUilders of the Country Road Condominiums. When it was constructed, the Mt. Zion Fellowship Church was required to dedicate right of way, but was not required to build ultimate improvements along the south side. As a result Apache Road is approximately twelve feet narrower than its ultimate condition. It was intended that with future expansion, final street improvements would be finished. Parking needs for the Church are greater than onsite parking availability. As a result overflow parking is forced into adjacent streets. Condominium residents indicated parking along Apache is heaviest during church services on Sunday and Tuesday evenings. Site reviews were made during these times to observe peak congestion. Host weekday evenings, there is moderate parking along the north side of Apache only. On Tuesday evenings, the church service causes heavy parking demand along both sides of Apache. At these times the passage remaining down the center of the street would be difficult to negotiate by an emergency vehicle. The same condition was observed on Sundays. Without additional road widening, parking restrictions would be the best method of insuring emergency vehicle access to internal residences along Apache. With the restrictions, overflow church parking will probably migrate to the west side of Midland Road where some additional parking is available. .Other parking may occur on the westmost end of Apache on a short gravel segment. Interviews were conducted with residents along Apache including the property manager of the condominium complex and a church official from Mt. Zion (Attachment B). All parties interviewed were in favor of implementing parking restrictions along the south side of Apache to insure emergency access. ENVIRONMENTAL REVIEW This action is not subject to CEQA review. Zion Fellowship Church (748.5796) 6 of 7 ITEM 12 ATTACH'oIENT B OCT 1 7 1995 .- RESOLUTION NO. 95- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA ESTABLISHING NO STOPPING, STANO lNG, OR PARKING ZONES ON APACHE ROAD WHEREAS, Section 22507 of the California Vehicle Code permits the establishment of "No Stopping, Standing, or Parking" zones in the City of Poway; and WHEREAS, the City Council has determined that certain "No Stopping, Standing, or Parking" and "Time Restricted Loading" zones should be established, NOW, THEREFORE, BE IT RESOLVED that, in accordance with Sections 22507 of the California Vehicle Code, a "No Stopping or Standing" zone is hereby established on Apache Road in the following location: No StoDDina. Standina. or Parkina: On the south side of Apache Road beginning at the west extended curb line of Midland Road, thence west a distance of 375 feet.
