4.* Minor Development Review 95-35, Joe Herold, applicant: a request to
construct an 1,876 square foot detached garage on 1.82 acre at 13775 Paseo
Bonita. (203-10)
CITY MANAGER'S RECOMMENDATION: Determi ne whether the proposed garage
complies with the development standards set forth in the General Plan.
5.* Format revision for City's Newsletter, Poway Today. (1180-09)
CITY MANAGER'S RECOMMENDATION: Approve design elements for format revision;
appropriate $1,400 from the unappropriated General Fund; direct staff to
prepare new specifications to bid the production and layout.
6.* Draft 1995 Community Survey. ( 1180-08)
CITY MANAGER'S RECOMMENDATION: Approve draft survey; direct staff to enter
into contract with SANDAG through their Local Technical Assistance program
to distribute to all Poway households.

Honorable Mayor, Members of the City Council & City Staff
I am here to propose a plan for a City of Po way 15 year Birthday Bash to be held in conjunction with the
December Street Fair normally held on Midland Rd.
This event would be a joint effort between the City of Po way and The Chamber of Commerce.
I have been a Poway resident and business owner for twenty years, I participated in the public hearings that
lead to incorporation and have been an active member of this community ever since. When I realized that
this was the city's 15th birthday the idea came to mind to utilize an offer that we received from the
Renegade Band to perform at a Poway event during December. Once I presented the idea to them to do a
Birthday party dance,they also promised to bring country western recording star Johnny Lee as a guest
singer. Then things snowballed from there.
This is a proposal for a Street Fair / City of Po way Birthday Bash & street dance.
We would like to move the December street fair from Sunday December 3rd to Saturday December 2nd.
and plan a day long street fair and City Birthday Bash to be held at the new library site. The grand finale, a
street dancelbirthday party featuring the Renegade band and Johnny Lee. Event to run from 10:00 a.m. to
10:00 p.m.
In order to organize and produce this street fair birthday bash I will need the following approval
and participation from the city as soon as possible:
Permission to use the Westy's site for the event, including closing off Bowron Rd. between Poway Rd. &
Civic Center Drive. (Demo at the site is not scheduled to begin until December 18th.)
Approval for conditional use permits to move the Annual Chamber Street Fair from Midland Rd. to
Bowron Rd. and Westy's site.
Approval to hold a street dance/celebration inside the smaller fenced area on the site and charge a small fee
(five dollars or less), children under 12 free. .. A percentage of the proceeds will go to the fireworks
funds for the 4th of July and Community Day fireworks, Poways two major annual celebrations.
Approval for a beer garden inside the street dance area.
Help from the city in cleaning up the Westy's enclosed fenced area and front parking lot for the event.
An assigned member of city staff to work with us in planning and coordinating the event.
The city to set up a display area with drawings etc.. of significant additions to our city since incorporation.
And, set up a special display of the plans for our newest planned addition, the Poway Library.
Request the appearance of the Mayor, city council members and city manager at the booth and street dance
kick off.
Request a $2000.00 contribution from the City of Po way for the event.

Some special plans for the birthday part of the event include but are not limited to:
We ~ll encourage the Poway Historical Society to setup a booth next to the city display with pictures etc.
We will invite grocery stores with bakeries, catering businesses and restaurants to make and donate cakes
for the birthday party. Ifwe do not receive enough donated cakes we will purchase more.
Mayor, City Council members and city staff members may be introduced before the Renegade performance
starts.. Possibly a few words from the Mayor and a ceremonial cake cutting.
Cake and refreshments will be served as part of the dance/birthday party.
We will coordinate our special event timing with Creekside Plaza's schedule so they will not distract from
one another.
Christmas lights or colorful lighting should decorate the booths and dance area.
The Poway Chamber of Commerce executive board has approved this plan in concept, we are willing to
begin planning the street fair move as early as tomorrow should you approve of the plan for this event..
