The tenl of the contract will soon expire. It is recommended that the City Council approve a new two year contract with SunCal. ENVIRONMENTAL REVIEW - The proposed project is Statutorily Exempt under Section IS061b(3}, General Rule of the CEQA Guidelines. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. RECOIUIENDATION It is recommended that the City Council renew the contract with SunCal Outdoor Advertising Company for a two year period to maintain and administer the Residential Kiosk Sign Program. Fitch, Assistant City Manager~~ .~ Reba Wright-Quastler, Director of Plan ng Services ~ James H. lyon, Assistant Planner II DATE: October 31, 1995 SUBJECT: Renewa 1 of a Contract to Maintain and Administer the City Residential Kiosk Sign Program BACKGROUND The City's off-site subdivision program or "kiosk program" provides the name and direction to various subdivisions, City parks and government facilities for up to 23 locations throughout the City. The original kiosk program was created in 1983 in association with the City's sign program. While the program served its purpose over the years, it was not without its problems and required thousands of dollars annually to administer. In the Fall of 1991, staff established a revised kiosk program that redesigned the sign structures, colors, locations and administration. Management of the program was transferred to the private sector and a per panel MOnthly fee was established to offset SunCal's construction and administration costs. The City now receives approximately $250 a month, as part of the developer participation fees, to mitigate staff costs to oversee the kiosk 'contract and in the enforcement of other sign regulations. This contract was renewed in November 1993 for a two year period. FItIlINGS SunCal has coaplied with the conditions of the existing contract, successfully negotiated with the developers in Poway to utilize the kiosk program and has constructed and placed several new kiosk structures to assist in the location of new developments and City facilities. The $95 monthly developer fee for single- faced sign panels and $115 for double-faced panels remains an equitable and competitive -.rket fee based on the attached fee schedule. To ensure that the associated fees remain competitive, it is recommended that the fee schedule be reviewed every two years in association with renewal of the contract.
