DATE: October 31, 1995 SUBJECT: Proposed Class Specification for Construction Manager BACKGROUND The 1995-96 budget includes a staffing allocation to provide construction management and inspection for the Scripps poway Project.. After reviewing the proposed duties and responsibilities required, it has been determined that Construction Manager is the proper classification title~ The proposed Construction Manager position will oversee the day to day construction and inspection activities of this major project. The position is intended to be temporary and will end on completion of the Parkway project. FINDINGS Creating the position of Construction Manager will provide coordination of the construction related activities, and coordination among the various agencies' personnel to expedite completion of the project on time and within budget. Construction documentation, which is expected to reduce claims against the City will also be provided by this position. The new position will be filled by reassignment of existing City staff. It requires a budget allocation adjustment of $6,782 to cover the additional salary and benefits expense. CITY OF POWAY CONSTRUCTION MANAGER DEFINITION Under general direction of the project manager, to plan, to organize, and to manage all construction management related activities of the Scripps Poway Parkway construction project; to perform design and constructability reviews and provide relevant recommendations; to conduct studies and prepare administrative reports of findings and recommendations related to the construction process; to maintain budget control; to oversee all inspection and construction control activities; to establish and control the records management system; to resolve claims and disputes; and to perform related work as required. CLASS CHARACTERISTICS Positions in this class act as the operational officer of the Construction Management Division of the Scripps Poway Parkway Project. The incumbent is responsible to the Director of Engineering Services and receives project technical direction from the Project Manager. Incumbent exercises supervision over Scripps Poway Parkway Project's various inspection and clerical personnel, making assignments, setting priorities, training and reviewing work. Incumbent will administer construction contracts for the Scripps Poway Parkway Project. The incumbent is responsible for preparing evaluations, processing grievances, recommending employment, and effectively recommending employee recognition awards or discipline. The incumbent has considerable independence in selecting and developing work methods and procedures. Instructions from the supervisor usually consist of direction to institute programs or accomplish assignments with given goals and deadlines. Incumbent is expected to develop methods, procedures, and practices to manage, control, and direct work tasks during all aspects of the construction of the Scripps Poway Parkway Project using professional judgment and the application of precedent, except where deviations from established policy is required. EXAMPLES OF DUTIES In the Pre-Design Phase: Identifies projects constraints, aids in the development of milestone schedules, develops feasibility and cash flow projections, assists in the development of the engineer's estimate, establishes project cost control systems, aids in the selection of Engineering Consultants and contractors, and participates in the establishment of design and construction plans. In the Design Phase: Provides design coordination, refinement of design and construction plans and construction details, participates in the development of detailed design schedules, establishes a project control system, performs project constructability reviews, reviews project plans and specifications and recommends revisions to each as necessary, performs cost analysis reviews and provides recommendations, and coordinates design elements with field constraints. In addition, establishes the construction inspection team, defines team member roles and responsibilities, OCT 31 1995 ITEU 18 4 of 7 - CITY OF POW A V CONSTRUCTION MANAGER develops management plans for all aspects of the construction phase. In the Bid Phase: Participates with the bid package creation and coordination, attends pre-bid conferences, performs bid and bidder evaluations, and assists in field tours of the project site. In the Construction Phase: Provides field construction management through all phases of construction, provides construction supervision and coordination, coordinates, schedules and reviews construction inspection activities, reviews material compliance test results, reviews manufacturer submittals to determine contract compliance, provides contract administration, administers and reviews monthly progress payments, provides project status reports and project progress reports, reviews proposed change order requests and provides recommendations related to the proposed change orders, monitors project time, monitors project costs, provides project time/cost reports, creates and maintains project ;documentation and project files, coordinates the activities of all agencies involved with the project, conducts weekly staff meetings and weekly status meetings, provides recommended solutions to field construction/engineering problems, coordinates requests for information or clarification from the design engineer; reviews; cost estimates, monitors contractor's personnel and equipment, evaluates construction procedures and practices, supervises inspectors, coordinates special inspections, and provides claims avoidance documentation. LICENSE REQUIRED Possession of a valid and appropriate California Driver's License. QUALIFICATIONS Knowledae of: Principals, methods, and practices of civil engineering and construction as applied to planning, design, construction, and inspection of mass grading, streets, water distribution systems, sewer collection systems, drainage systems, and other public works systems; Materials, materials testing, specification conformance testing, installation practices and construction standards in public works construction; Appropriate earth science practices and methods; Appropriate survey practice; Principals of report writing, documentation and correspondence; City Engineering policies and procedures; Project management techniques; Leadership methods; Budgetary practices. OCT 31 t995 ITEM 18 ., S of 7 -- CITY OF POWAY CONSTRUCTION MANAGER Ability to: Plan, organize, supervise, and maximize available resources to meet project goals and deadlines; Read, understand, interpret, and apply plans, specifications, construction details, shop drawings, requests for information, reference documents, laws and codes, environmental and archeological reports, and mitigation directives involved in the construction of public works projects; Administer sound construction management programs; Analyze, revise and improve upon project construction management recording systems and procedures; Organize and supervise the efforts of project related personnel to insure the completion of the project within the deadlines and while meeting the goals, coordinate and manage employees from other agencies and consulting firms; Prepare accurate cost estimates; Review, create budget requests and administer the approved budget; Prepare clear, comprehensive, oral and written reports; Establish and maintain effective relationships with personnel encountered in the course of the completion of the project, to promote the most timely and cost effective completion of the project; Ability to operate computer systems and have a working knowledge of WordPerfect, Lotus, Access, Microsoft Project, and the ability to learn other computer software products used in the construction industry. TRAINING AND EXPERIENCE Any combination of training, education or experience which demonstrates possession of the knowledge and ability stated above, and the ability to perform the duties of the position; and Experience and a broad knowledge base related to construction procedures, construction materials, materials evaluation, materials testing, construction management, construction equipment; and A combination of the completion of coursework leading to a baccalaureate degree in civil engineering, management, or a closely related field, and progressively responsible construction experience. PHYSICAL DEMANDS AND WORKING CONDITIONS Medium work: Positions in this class may be occasionally required to perform lifting, pushing, and/or pulling objects weighing up to 75 pounds OCT 3 1 1995 ITEM 18 6 or 7 - - CITY OF PO WAY - CONSTRUCTION MANAGER Mobilitv: Positions in this class require the ability to stand, stoop, reach, bend, climb and walk over extremely rough terrain with steep slopes having loose footing; Positions in this class require the ability to grasp and manipulate small objects; Positions in this class require the ability to climb a ladder to a height of 10 to 15 feet. Vision: Positions in this class requires vision which may be corrected to read small print; Positions in this class requires the ability to see detailed workmanship in natural and artificial light.
