Staff evaluated the City's needs and developed specifications for an asphalt roller. Staff formally advertised the specifications and received three bids. The two low bidders did not meet specifications. It is recommended that the City Council approve the purchase of a Dynapac-CC I 02 Asphalt Roller from ROO Equipment Company of San Diego for $32,421. ENVIRONMENTAL REVIEW It is not subject to CEQA review. Cannon, Maintenance Operations M r pvJc..- DATE: November 14, 1995 SUBJECT: Approval of the Purchase of an Asphalt Roller BACKGROUND The City has an inventory of two asphalt rollers to maintain 137 linear miles of road pavement. One roller has reached its useful life and, according to the Vehicle Maintenance Supervisor, has become too costly to maintain and repair. Detailed specifications were developed to describe a roller that would provide all the safety features nonexistent on our current roller and that is specific to the operating elements of the roller. The roller has been fully amortized and funding for its replacement is available through the Equipment Replacement Fund. FINDINGS Notice Inviting Sealed Bids for an asphalt roller were mailed and the following three bids were received: ROO Equipment Company, San Diego, California $32,421.00 Contractors Equipment Company, Escondido, California 92020 $32,079.67 Bengal Equipment and Tractor Company, EI Cajon, California 92020 $29,837.91 All three vendors quoted on a two and one-half ton tandem, steel drum, vibratory roller. Contractors Equipment Company's asphalt roller had a steel water tank and single, instead of dual, forward and reverse levers on both sides of the roller. ACTION: ; Page 2 NOV 14 1995 ITEU 11 of 3 - - Agenda Report - Approval of the Purchase of an Asphalt Roller November 14, 1995 Page 2 The City's mechanic and crew specified a poly water tank because the steel tanks would rust and clog the water lines. This has been an ongoing problem with our current rollers. The crew also specified that the dual forward and reverse levers are available on both sides of the roller. This safety feature allows the operator to line up the roller on the edge of the asphalt patch and this function is essential to prevent the patches from separating from the existing asphalt surface. The bid from ROO Equipment Company met all specifications and was within budget. ENVIRONMENTAL REVIEW This action is not subject to CEQA review.
