SUBJECT: Initiation of Soecific Plan Amendment 84-01CC to allow truck terminals
by conditional use permit rather than as a permitted use throughout the
business park.
ABSTRACT
This report proposes the initiation on an amendment to the South Poway Specific Plan
to allow truck terminals by conditional use permit rather than as a permitted use.
ENVIRONMENTAL REVIEW
The initiation of specific plan amendments is not subject to the California
Environmental Quality Act.
- FISCAL IMPACT
None.
ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE
Notice was sent to Neville Bothwell of Tech Business Center, George Codl ing of ADI
Properties, and Linda Richardson of Cadillac Fairview.
RECOMMENDATION
It is recommended that the City Council adopt the resolution initiating Specific Plan
Amendment 84-0ICC.

BACKGROUND
This report proposes the initiation of an amendment to the South Poway Specific
Plan to allow truck terminals by conditional use permi t rather than as a
permitted use.
FINDINGS
The City Council authorized staff to prepare the initiation of this amendment at
the November 7, 1995 City Council meeting. Concerns that could be addressed
through a conditional use permit were expressed by some Council members and
lembers of the public at the September 26, 1995 hearing for the Watkins Trucking
Terminal development review and variance at the northeast side of Tech Center
Drive and Kirkham Way.
If the City Council approves the initiation of this amendment, all of topics
raised by the City Council and the public will be addressed in the specific plan
amendment report.
ENVIRONMENTAL REVIEW
The initiation of specific plan amendments is not subject to the California
Environmental Quality Act.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING AN AMENDMENT TO THE
SOUTH POWAY SPECIFIC PLAN,
SPECIFIC PLAN AMENDMENT (SPA 84-0ICC)
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of Title 17 (Zoning
Development Code) of the Poway Municipal Code provides the requirements for the
initiation, preparation and adoption of specific plans in accordance with Section
65450, et seq. of the California Government Code (Article 8, Specific Plan); and
WHEREAS, Section 17.47.020.C (Initiation) of the Zoning Development Code
provides that the City Council may initiate the preparation of, or amendment to,
a specific plan on property by resolution; and
WHEREAS, the specific plan amendment is proposed to allow truck terminals
by conditional use permit rather than as a permitted use throughout the business
park.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway
hereby initiates proposed Specific Plan Amendment (SPA 84-01CC) in accordance
with the provisions of the Poway Zoning Development Code as identified above.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 28th day of November, 1995.
