Gonzalez, Sr. Management AnalystA?6- DATE: November 28, 1995 SUBJECT: Approval of Resolution Authorizing the Submittal of an Application to the California Integrated Waste Management Board for a 1996/97 Used Oil Recycling Block Grant ABSTRACT The California Integrated Waste Management Board is mandated to annually provide Block Grants to local governments for establishing used oil collection programs that encourage recycling or appropriate disposal of used oil. The City of Po way meets the program's eligibility requirements to receive a grant in the amount of $14,306 in FY 1996/97. The application package requires an approved resolution authorizing submittal of the application and designating the title of the person who shall be authorized to execute any agreements, contracts, and requests for payment. Staffrecornmends approval of the attached resolution - approving submittal of the application and designating the Director of Public Services to execute the necessary documents. ENVIRONMENT AL REVIEW This item is not subject to CEQA review. FISCAL IMPACT None. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE None. Gonzalez, Sr. Management Analyst Mir DATE: November 28, 1995 SUBJECT: Resolution Authorizing the Submittal of an Application to the California Integrated Waste Management Board for a 1996/97 Used Oil Recycling Block Grant BACKGROUND The California Oil Recycling Enhancement Act (Act) (Statutes of 1991, Chapter 817) authorizes the collection of four (4) cents from oil manufacturers for every quart of lubricating oil sold, transferred or imported into California. The Act mandates the California Integrated Waste Management Board (CIWMB) to annually provide Block Grants to local governments for establishing local used oil collection programs that encourage recycling or appropriate disposal of used oil. Because Block Grants are not competitive, local governments only need to complete that application form and meet the program's eligibility requirements to receive a grant. The amount of funds granted to each jurisdiction is determined by the CIWMB. FINDINGS The City of Poway meets the following eligibility requirements and is therefore eligible to receive $14,306 in grant funds in FY 1996/97: I) The City's used oil collection program includes a public education component that informs the public of locally available used oil recycling opportunities; and 2) The City has at least one certified used oil collection center available for every 100,000 residents not served by curbside used oil collection. Attachments: (1) Proposed Resolution Nay 28 1995 ITEM 16 3 of 4 RESOLUTION NO. 95- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POW A Y, CALIFORNIA AUTHORIZING THE SUBMIITAL OF AN APPLICATION TO THE CALIFORNIA INTEGRA TED WASTE MANAGEMENT BOARD FOR A 1996/97 USED OIL RECYCLING BLOCK GRANT WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, the City will enter into an agreement with the State of California for development of the project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Po way, California does hereby authorize the submittal of an application to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act and all available HHW grants under the California Integrated Waste Management Board for the period of FY 1996/97. The Director of Public Services is hereby authorized and empowered to execute in the name of the City of Po way all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
