RECOMMENDATION
It is recommended that the City Council adopt the resolution initiating the amendment
to the Creekside Plaza Specific Plan (SPA 89-04B), which would permit minute lube and
oil change businesses to be established in the center.

the consideration of a minute lube and oil change use on Lot
7 of Creekside Plaza.
BACKGROUND
Thi s agenda report concerns the cons iderat ion of a request to propose an
amendment to Specific Plan 89-04 for Creekside Plaza, which would permit the
construction and operation of a convenience lube and oil change facility in a
freestanding building to be constructed on Pad 7, the remaining unbuilt lot in
the center. The vacant pad is located directly west of Edwards 10 Theater, at
the southeast corner of Civic Center Drive and Community Road.
FINDINGS
On July 24, 1990, the City Council approved Specific Plan 89-04 along with the
development review for the construction of Creekside Plaza. On January 14, 1992,
the Council approved a modification to the speCific plan to allow for supermarket
uses in the center.
The specific plan for Creekside plaza lists approved and conditional uses which
were determined to be compatible with the goals of the Town Center Concept which
was under discussion along with the update of the General Plan. Auto related
uses were not listed in the plan. Uses not listerl in the plan are intended to
be excluded unless the plan 15 amended to approve. their inclusion.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
REGARDING THE INITIATION OF THE PREPARATION OF
AN AMENDMENT TO THE CREEKSIDE PLAZA SPECIFIC PLAN
SPA 89-04B
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of the Poway
Municipal Code (Zoning Ordinance) provides for the initiation, preparation and
adoption of specific plans in accordance with Section 65450, et seq., of the
California Government Code (Article 8, Specific Plan); and
WHEREAS, Section 17.47.020.C (Initiation) of the Poway Zoning Ordinance
provides that the City Council may initiate the preparation of, or amendment
to, a specific plan on property by resolution.
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of
Poway hereby initiates the preparation of specific plan amendment (SPA 89-04B)
which would permit the construction and operation of a convenience lube and
oil change operation in Creekside Plaza.
APPROVED AND ADOPTED by the City Council of the City of Poway, State of
California, this 12th day of December, 1995.
