ABSTRACf
It is necessary to create a new waiting list for Haley Ranch Estates. This report is to retain
consultant services to assist with the tenant selection process by hiring Comprehensive Housing
Services Ioc (CHS) to provide these services.

FISCAL IMPACf
The budgeted cost of consulting services would be an amount not to exceed $2,000.

Comprehensive Housing Services, Inc. will receive a copy of this report.
RECOMMENDATION
It is recommended that the Redevelopment Agency authorize the Executive Director to execute a
contract to provide consultant services to assist with the tenant selection process with CHS,
subject to Redevelopment Agency legal counsel review.

SUBJECT: Consultant Services for Haley Ranch Estates Tenant Selection
BACKGROUND
On February I, 1994, the Redevelopment Agency approved a staff report
recommending that $2,000 be appropriated for consultant services to assist with
the tenant screening process for Haley Ranch Estates. New tenants were selected
and a waiting list of twenty households was established. The existing waiting
list of twenty households has been depleted, and it is necessary at this time to
create a new waiting list for Haley Ranch Estates.
FINDINGS
The 1992 and 1994 tenant selection process was conducted in a productive and
professional manner. Staff has utilized Comprehensive Housing Services, Inc.
(CHS) as the consultant to assist in the tenant screening process and assist in
the lottery. CHS has extensive experience in conducting such drawings for other
cities. They additionally provide assistance with the Affordable Housing
Rehabilitation Program for the Redevelopment Agency.
Staff has implemented the tenant selection process for Haley Ranch Estates and
applications are being received at this time from prospective tenants. Staff
will need assistance reviewing these applications and conducting the lottery
currently scheduled for January 25, 1996.

RECO""ENDATION
It is recommended that the Redevelopment Agency approve hiring Comprehensive
Services Inc., to provide these consultant services and authorize the Executive
Director to execute a contract subject to review by the Redevelopment Agency
legal counsel.
