BACKGROUND -
Section 17.46.020 of the Poway Municipal Code requires that changes to the
boundaries of any zone be initiated by a resolution of the City Council. The
City is initiating GPA 96-01/ZC 96-01 to redesignate a 6.1 acre property
located at 14305 Twin Peaks Road from Rural Residential C (RR C) to Rural
Residential B. The subject property owners, Mark Hay and Debbie Britt-Hay are
supportive of the proposed redesignation.
FINDINGS
- The proposed redesignation of the subject property from RR-C to RR- B is in
compl iance with the Municipal Code, the General Plan and other adopted City
Ordinances including slope and density requirements for the rural residential
zones and the increased density 1 imitations establ ished with Initiative FF-
Ordinance 283.
Most of the subject lot is fairly level with the southerly end sloping up from
an elevation of approximately 588 feet to 610 feet where the property adjoins
Espola Road. A portion of the Rattlesnake Creek floodway encompasses
apprOXimately 1.5 acres of the central portion of the site.

Surrounding land use and zoning includes: a single family tract development with
half-acre sized lots located immediately north of the subject property. The
properties located immediately east and west of the subject lot are zoned Rural
Residential C and are respectively developed with a horse training facility and
the Poway lDS Church. The large sloping vacant property located across from the
property south of Espola Road is zoned Rural Residential A.
The proposed redesignation of the property from RR-C to RR-B should not be
incompatible with existing or proposed development in the area in that the
majority of uses allowed in the RR-C zone are also allowed within the RR-B zone.
The owners of the subject property purchased the property for the ultimate
development of a horse training facility for 40 horses similar to an existing
facility located on the adjacent lot to the east.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
INITIATING GENERAL PLAN AMENDMENT(GPA) 96-01 AND
ZONE CHANGE (ZC) 96-01
WHEREAS, the City Council of the City of Poway recognizes that the need may
arise to amend the City's General Plan; and
WHEREAS, Section 65350, et seq, of the California Government Code describes
the procedures for amending General Plans; and
WHEREAS, General Plan Amendment 96-01 and Zone Change 96-01 is proposed for
the January 9, 1996 public hearing before the City Council; and
WHEREAS, Section 17.46.020B of the Poway Municipal Code (Zoning Development
Code) provides that a change in the boundaries of any zone or a change in the
regulations may be initiated by resolution of the City Council; and
WHEREAS, General Plan Amendment 96-01 and Zone Change 96-01 consists of the
following City-initiated application: -
General Plan Amendment 96-01/Zone Chanae 96-01: A City initiated proposal to
redesignate the land use and zoning for apprOXimately 6.1 acres of land from RRC
(1 du/I, 2, 4 net acres) to RR-B(l du/2. 4, 8 net acres). The subject property
is addressed as 14305 Twin Peaks Road and the associated assessor parcel number
is 321-243-04.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Poway,
by adoption of this resolution, does hereby initiate General Plan Amendment 96-
- Ol/Zone Change 96-01.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 19th day of December 1995.
