BACKGROUND
On November 28, 1995, the City Council continued Development Review 95-12 and
requested that staff assess the adequacy of project parking and review the
effect ;veness of the adopted parking standards throughout the South Poway
Business Park. An agenda report titled "Review of Parking Standards for South
Poway Business Park's Industrial Park and Light Industrial Areas" and dated
December 19, 1995, was prepared to address the Council's inquiries. Report
findings were that the parking standards for the South Poway Business Park were
flexible and fairly consistent with nationally recognized parking standards and
adopted standards of cities in Southern California.
During the November 28, 1995, project hearing concern was mentioned by the owner
of a business located on Kirkham Court on whether there will be adequate parking
for the project given the large size of the proposed building and that existing
parking in the vicinity is in high demand.

FINDINGS
The proposed 52,475 square-foot concrete tilt-up building will be located within
the Scenic View Business Park which was designed so that parking would be
provided for all tenant buildings and spaces. The total number of reported
existing parking spaces in the development is 329 and the total number of spaces
that will be required with the construction of the proposed building is 331.
Development of the proposed building will result in 29 net additional spaces.
Therefore the total number of spaces provided will be 358 which is in compliance
with the South Poway Development Standards.
Staff reviewed DR B9-07, which was approved by the Council in 1989 and which
allowed the construction of eleven industrial buildings in the Scenic View
Business Park. Two multi-tenant buildings totalling 30,180 square feet were
approved for the subject site, but never constructed.
Staff realizes that while the project complies with the South Poway Development
Standards, the proposed large building will be sited in an area of the Scenic
View Business Park that currently experiences a higher demand for parking. It
is therefore recommended that a condition be added to the resolution of approval
allowing staff to require additional parking on vacant pad "J" of Scenic View
Business Park (See Attachment B) or eliminate some of the loading doors and
locate parking in these areas, if the future tenant requires more than the
standard number of spaces.

It is recommended that the City Council approve Development Review 95-12 subject

SITE DEVELOPMENT
1. Site shall be developed in accordance with the approved site plans on file
in the Planning Services Department and the conditions contained herein.
2. Revised site plans and building elevations incorporating all conditions of
approval shall be submitted to the Planning Services Department prior to
issuance of building permits.
3. Approval of this request shall not waive compliance with all sections of
the Zoning Ordinance and all other applicable City Ordinances in effect at
the time of building permit issuance.
4. Trash receptacle shall be enclosed by a six-foot high masonry wall with
vi ew-obstruct i ng gates pursuant to City standards. Location shall be
subject to approval by the Planning Services Department.
5. All roof appurtenances, including air conditioners, sha 11 be
architecturally integrated, screened from view and sound buffered from
adjacent properties and streets as required by the Planning Services
Department.
6. Prior to any use of the project site or business activity being commenced
thereof, all conditions of approval contained herein shall be completed to
the satisfaction of the Director of Planning Services.
7. The applicant shall comply with the latest adopted Uniform Building Code,
Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code,
Uniform Fire Code, and all other applicable codes and ordinances in effect
at the time of building permit issuance.
8. This approval shall become null and void if building permits are not
issued for thi s project within two years from the date of project
approval.
PARKING AND VEHICULAR ACCESS
1. All parking lot landscaping shall include a minimum of one 15 gallon size
tree for every three spaces. For parking lot islands, a minimum 12-inch
wide walk adjacent to parking stalls shall be provided and be separated
from vehicular areas by a six-inch high, six-inch wide portland concrete
cement curb.
2. All two-way traffic aisles shall be a minimum of 25 feet wide. A minimum
of 25 feet wide emergency access shall be provided, maintained free and
clear at all times during construction in accordance with Safety Services
Department requirements.
3. All parking spaces shall be double striped.

BACKGROUND
On August 29, 1989, the City Council approved Development Review 89-07 allowing
the construction of eleven industrial buildings on three lots in the Scenic View
Business Park. The applicant is requesting approval to construct a 52,475
square-foot building on a vacant pad within the Scenic View Business Park which
was approved with the original development review for three smaller buildings.
- FINDINGS
The proposed 52,475 square-foot concrete tilt-up building will consist of a
50,000 square-foot warehouse and a 2,475 square-foot mezzanine. The
architectural style and the exterior color of the structure has been designed to
be similar and compatible with the existing buildin9s in the Scenic View Business
Park. Presently, a tenant has not been identified for the site.
Kirkham Stowe Inc., the owner of the property recently submitted a tentative
parcel map application, Tentative Parcel Map 95-04 (Attachment H), requesting
approval to divide the lot into three separate parcels. The subdivision will
result in the proposed building being constructed on a stand-alone pad that is
adjacent, but not a part of the Scenic View Business Park.

development standards. Staff therefore recommends approval of the proposal.
Develooment Facilities
Development of the property will require the installation of an on-site fire
hydrant and a fire sprinkler system in the building, the existing underground
fire service main shall be relocated.

OF THE CITY OF POWAY, CALIFORNIA
APPROVING DEVELOPMENT REVIEW 95-12
ASSESSOR'S PARCEL NUMBER 317-225-04 and 317-225-05
WHEREAS, Development Review 95-12, was submitted by Kirkham Stowe, Inc.,
Owner, for approval to construct a 52,475 square foot industrial building on a
vacant pad located on Kirkham Court within the Scenic View Business Park. The
property has a light Industrial land use designation and is within the South
Poway Planned Community; and
WHEREAS, the City Council of the City of Poway has read and considered the
staff report and has considered other evidence presented at the public hearing.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section I: Environmental FindinQs:
The previously certified Final Environmental Impact Report (EIR) and Final
Subsequent EIR for the South Poway Specific Plan adequately addresses th~
potential environmental impacts of the proposed development.
Section 2: FindinQs:
1. The approved project is cons i stent wi th the South Poway Spec i fi c
Plan and the general plan in that a warehous i ng fac il i ty is a
permitted land use within the light Industrial land use desi9nation.
2. That the approved project wi 11 not have an adverse aesthet i c,
- health, safety, or architecturally related impact upon adjoining
properties in that the design of the buildin9 for the intended
purpose conforms to the criteria of the South Poway Development
Standards and will be compatible with existing and future buildings
in the vicinity.
3. That the approved project encourages the orderly and harmonious
appearance of structures and property within the City in that the
architecture incorporates features of the existing Scenic View
Business Park buildings and is consistent with the general design
standards in the South Poway Business Park.
Section 3: Citv Council Decision:
The City Council hereby approves Development Review 95-12 subject to the
followin9 conditions:
Within 30 days of approval the applicant shall submit in writing that all
conditions of approval have been read and understood.

LANDSCAPE IMPROVEMENTS
1. Complete 1 andscape construction documents shall be submitted to and
approved by the Planning Services Department prior to the issuance of
building permits. Plans shall be prepared in accordance with City of
Poway Guide to Landscape Requirements (latest edition).
2. Existing on-site trees shall be retained wherever possible and shall be
maintained in a horticulturally acceptable manner. Dead, decaying, or
potentially dangerous trees sha 11 be approved for removal at the
discretion of the Planning Services Department during the review of the
Master Plan of existing on-site trees. living trees which are approved
for removal shall be replaced on a tree-for-tree basis as required by the
Planning Services Department.
3. Street trees, a minimum of 15 gallon size or larger, shall be installed in
accordance with the City of Poway Guide to Landscape Requirements and
shall be planted at an average of 30 feet on center spacing along all
streets.
4. landscaped areas within the adjacent public right-of-way shall be_
permanently and fully maintained by the owner.
5. All landscaped areas shall be maintained in a healthy and thri vi ng
condition, free from weeds, trash, and debri s. The trees shall be
encouraged and allowed to retain a natural form. Pruning should be
restricted to maintain the health of the trees and to protect the public
safety. Unnatural or excess i ve pruning, including topping, is not
permitted.

Any signs proposed for this development shall be designed and approved in
conformance with the Sign Ordinance.
COMPLIANCE WITH THE FOllOWING CONDITIONS IS REQUIRED. COMPLIANCE SHALL BE
APPROVED BY THE DEPARTMENT OF ENGINEERING SERVICES.
1. A grading plan for the development of the property shall be submitted to
the City's Engineering Services Department for review and approval prior
to issuance of a grading permit and start of grading operation. Rough
grading of the site must be completed and shall meet the City's
Engineering Services inspector's approval prior to issuance of a building
permit . Grading plan shall be drawn at a scale of I" - 20' or larger.
2. A ri ght-of-way permi t shall be obta i ned from the City 's Engi neeri ng
Services Department for any work to be done within the publ ic street
right-of-way or any City-held easement. Said work shall include, but is
not to be limited to, construction of driveway approach, sewer lateral
installation, water service line installation, street construction
(including concrete curb, gutter and sidewalk). Permit shall be obtained
prior to start of work.

3. A road lIa i ntenance agreement, for the private driveways and parking
satisfactory to the City Attorney, shall be executed by the owner and/or
developer prior to building permit issuance. Said agreement is to comply
with Ordinance No. 280, City Code Section 12.20.060.
4. The applicant shall process the vacation of the existing water easement
and dedicate a new easement over the new proposed water line. A water
systems analysis sha 11 be performed for the new waterline and fire
services to new and existing buildings in the inmediate affected area.
The cost of this will probably be in the range of $2,800 to $5,000, but
may be higher.
5. An improvement plan for the on-site waterline and fire hydrant shall be
submitted to the Engineering Services Department for review and approval
prior to building permit issuance. A standard agreement shall be executed
prior to approval of plans.
6. The following development fees shall be paid to the Engineering Services
Department prior to building permit issuance. These fees are currently in
effect and are subject to change.

* Fees given are for a 1 1/2" meter. If the meter size changes, the
appropriate fees will be charged.
7. Traffic Mitigation fees shall be paid to the Engineering Services
- Department prior to issuance of a Certificate of Occupancy. The amount of
the fee will be based on the type of use occupying the site.
COMPLIANCE WITH THE FOllOWING CONDITIONS IS REQUIRED. COMPLIANCE SHAll BE
APPROVED BY THE DEPARTMENT OF SAFETY SERVICES.
1. Roof covering shall be fire retardant as per U8C Section 3203(e) and City
of Poway Ordinance 64.
2. The buildings shall display their numeric address in a manner visible from
the access street. Minimum size of building numbers is 18 inches on facade
of building. Building address shall also be displayed on the roof in a
manner satisfactory to the Director of Safety Services, and meet i ng
Sheriff's Department ASTREA criteria.
3. Every building hereafter constructed shall be accessible to Fire
Department apparatus by way of access roadways with all-weather driving
surface of not less than 20 feet of unobstructed width, with adequate
roadway turning radius capable of supporting the imposed loads of fire
apparatus having a minimum of 13'6" of vertical clearance. The road
surface type shall be approved by the City Engineer, pursuant to the City
of Poway Municipal Code.

4. The building will be required to install an approved fire sprinkler system
meeting Poway Municipal Code requirements. The building sprinkler system
shall be designed to meet a minimum .33/3000 design density at the roof.
However, if the facility is to have high piled stock, a design density of
a least .45/3000 square feet should be designed. The entire system is to
be monitored by a central monitoring company. System post indicator
valves with tamper switches, also monitored, are to be located by the City
Fire Marshall prior to installation.
5. The addition of on-site fire hydrants is required. The location of the
hydrants shall be determined by the City Fire Marshal.
6. Material Safety Data Sheets shall be required for all hazardous and/or
toxic substances used in each building.
7. An Emergency Contingency Plan and Hazardous Materials Disclosure shall be
fil ed with the County of San Di ego Department of Health and copies
provided to the Fire Department.
8. A 'Knox' Security Key Box shall be required for the buildin9 at a location
determined by the City Fire Marshal. A 'Knox' padlock shall be required
for the fire sprinkler Post Indicator Valve. -
9. Permanent access roadways for fire apparatus shall be designated as 'Fire
Lanes' with appropriate signs and curb markings. In addition, a 2AI0BC
fire extinguisher shall be required for every 3,000 square feet and 75
feet travel distance.
10. If an elevator is installed, it shall be sized to accommodate a normal
hospital gurney. Minimum dimensions for the inside car platform shall be
- 6'8" wide by 4'3" deep.
11. Fire Department access for use of fire fighting equipment shall be
provided to the il1lllediate jOb construction site at the start of
construction and maintained at all times until construction is completed.
12. Permanent access roadways for fire apparatus shall be designated as "Fire
lanes" with appropriate signs and curb markings.
13. Prior to delivery of combustible building material on site, water and
sewer systems shall satisfactorily pass all required tests and be
connected to public water and sewer systems. In addition, the first lift
of asphalt paving shall be in place to provide adequate, permanent access
for emergency vehicles. The final lift of asphalt shall not be installed
until all other construction activity has been substantially completed to
the satisfaction of the City.
14. N.F.P.A. Standard 704, Hazardous Materials Labeling, shall be provided as
necessary throughout the building.
15. The building shall be provided with approved automatic smoke and heat
vents.

16. A water systems analysis will be performed to establish available fire
flow.
17. Additional fire hydrant may be mitigated by relocating existing fire
hydrant on NW corner of proposed buildin9 to the extreme west end of
raised island (approximately 70' to west of existing location).
IS. Fire Department Connection (FDC) and Post Indicator Valve (PIV) to be
located on entry way to access roadway and to be located within 40' of a
fire hydrant or one shall be installed.
