A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
APPROVING SPECIFIC PLAN AMENDMENT (SPA) 84-01DDD,
A COMPREHENSIVE AMENDMENT TO VOLUME 2- DEVELOPMENT STANDARDS
OF THE SOUTH POWAY SPECIFIC PLAN AND LAND USE MAP AND RESCINDING
RESOLUTION NOS. 87-050, 88-137, 89-178, 89-184, 89-67, 90-101,91-038, 91-083,
91-75, 92-060, 92-066, 92-109, 93-110, 94-100, 95-103, 96-08, 97-010, 97-023, 97-068,
97-082, 97-088, 97-100, 98-100, 99-072, 00-009, 00-010, 00-025, 00-102, 01-060, 01-
065, and 01-080
WHEREAS, Chapter 17.47 (Specific Plan Regulations) of Title 17 (Zoning
Development Code) of the Poway Municipal Code provides the requirements for the
initiation, preparation and adoption of Specific Plans in accordance with Section 65450,
et seq. of the California Government Code (Article 8, Specific Plan); and
WHEREAS, on July 30, 1985, the City Council adopted Resolution No. P 85-44
approving the South Poway Planned Community (SPPC) Development Plan; and
WHEREAS, on July 26, 1988, the City Council adopted Resolution No. 88-074,
certifying the Final Subsequent Environmental Impact Report for the South Poway
Planned Community Development Plan pursuant to General Plan Amendment GPA 88-
02A involving amendments to the text of the South Poway Planned Community
Development Plan (Volume 1, Development Plan and Volume 2, Development
Standards) that were adopted by Resolution No. 88-075; and
WHEREAS, Section 17.47.020.C (Initiation) of the Zoning Development Code
provides that the City Council may initiate the preparation of, or amendment to, a
Specific Plan by Resolution; and
WHEREAS, on December 4, 2001, the City Council adopted Resolution No. 01-
111 initiating Specific Plan Amendment 84-01DDD by Resolution; and
WHEREAS, Specific Plan Amendment 84-01DDD proposes a comprehensive
amendment to Volume 2 - Development Standards of the South Poway Specific Plan;
and
WHEREAS, on December 17, 2002, the City Council held a duly advertised
public hearing to solicit comments from the public, both pro and con, relative to this
application.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: The City Council has considered the Environmental Initial Study (ELS),
Negative Declaration (ND) for the project. The subject ElS and ND documentation are
fully incorporated herein by this reference. The City Council finds, on the basis of the
whole record before it, that there is no substantial evidence the project will have a

significant impact on the environment and that the ND reflects their independent
judgment.
Section 2: The City Council hereby approves Specific Plan Amendment 84-01DDD a
comprehensive amendment to Volume - 2 Development Standards of the South Poway
Specific Plan as contained in Exhibit A, as attached in the Ordinance adopting SPA 84-
01DDD.
Section 3: Resolution Nos. 87-050, 88-137, 89-178, 89-184, 89-67, 90-101, 91-038,
91-083, 91-75, 92-060, 92-066, 92-109, 93-110, 94-100, 95-103, 96-08, 97-010, 97-023,
97-068, 97-082, 97-088, 97-100, 98-100, 99-072, 00-009, 00-010, 00-025, 00-102, 01-
060, 01-065, and 01-080 are hereby rescinded.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Poway,
State of California, at a regular meeting this 17th day of December 2002.
