Foley, Principal Management Analyst DATE: March 23, 1993 SUBJECT: Status of library Design Elevations BACKGROUND On February 23, 1993, the library Advisory Committee's recommendation for the final design of the new library was considered by the City Council/ Redevelopment Agency. At the conclusion of the presentation by the architects, comments were received from the Council/Agency, members of the Poway Road Specific Plan Advisory Committee, a representative from the library Advisory Committee, and Ed Malone and Robert Carson, owners of the Town and County Shopping Center. At the conclusion of the discussion, the City Council/Agency directed that a subcommittee be formed of two Councilmembers, two Library Advisory Committee members, and two Poway Road Specific Plan Advisory Committee members to meet with the architects. The purpose of the subcommittee is to work with the architects in developing an exterior elevation that blends with the existing Town and Country Shopping Center. FINDINGS On March 11, 1993, the subcommittee met with the architects. Mr. Malone and Mr. Carson also attended the meetin9. The subcommittee visited the library site and Town and Country Center and reviewed the comments from the February 23, 1993 Council meeting. The architects presented various alternatives for the arcades and trellises, building colors and materials, and site lighting. Based on input received from the subcommittee, the architects were requested to prepare revised renderings and cost estimates. These revisions will be presented to the Council/Agency for consideration on April 6, 1993. ENVIRONMENTAL IMPACT REVIEW On May 5, 1992, the Agency found the acquisition and lease of the library site exempt from the provisions of CEQA, Section 15004(b)(I). On July 14, 1992, the City Council/Redevelopment Agency adopted a Negative Declaration for the acquisition. PUBLIC NOTIFICATION AND CORRESPONDENCE Library Advisory Committee, Poway Road Specific Plan Advisory Committee, Ed Malone, Robert Carson, and Rich Cardwell and Brad Miller of Cardwell/McGraw Architects.
