Bowersox, City Man~ INITIATED BY: Janis Acosta, Management AnalYs~~ DATE: March 23, 1993 SUBJECT: Evaluation of a Community Contribution Request from High Five America BACKGROUND On May 5, 1992, the City approved a $l,OOO contribution to High Five America to help fund the establishment of the poway High School High Five American Campus Club, Sports spectacular Assembly, drug and alcohol abuse education program for parents, and a boys and girls basketball camp. The contribution to High Five America was approved by the City Council under the condition that the contribution was a one-time donation to the formation of the poway High group and that future funding requests would come from poway High School. On March 3, 1993, the City received a request for $5,000 from the poway High School High Five America Team for the 1992-93 school year. The High Five Team's funding request is provided in Attachment A. According to poway High School High Five America Faculty Advisor Chris vitous, the funding requested would be used for l) summer training seminars for student leadership development and yearly planning, 2) sponsorship of Parental Training Seminars, 3 ) sponsorship of High Five Super Sports Spectacular Assemblies, 4) creation of High Five patches to be worn by athletic team participants, 5) conclusion of necessary documentation for the poway High School High Five team to become an official school club, and 6) general administrative expenses. FINDINGS Based upon the Community Contribution policy for Educational and Non Profit Programs and the conditions set by the Council on May 5, 1992, the poway High School High Five America Team is eligible to receive funding from the City of Poway. Since the poway High School High Five Team has submitted the funding request and the ACTION: ~ 1 of 6 MAR 2 3 1993 ITEM 12 - - --- Agenda Report Community Contribution March 23, 1993 Page 2 proposed programs are educational, non profit oriented, and involve poway residents, the proposed High Five America programs meet the City's contribution criteria. The High Five Team's proposed programs will not only benefit poway High School students, but will also benefit poway parents through the Parental Training Seminars. It is being recommended that $l,OOO be donated to the poway High School High Five America Team which would be a one-time donation from the City in accordance with the City's Community Contribution policy. ENVIRONMENTAL REVIEW Environmental review is not required for this agenda item according to California Environmental Quality Act guidelines. FISCAL IMPACT As part of the budget process for Fiscal Year 1992-93, $5,000 was appropriated from the General Fund for community contributions. To date, $2,7l0 has been expended for community contributions. A total of $2,290 remains available for community contributions. PUBLIC NOTIFICATION AND CORRESPONDENCE In addition to the standard distribution, High Five America Faculty Advisor Chris Vitous, Acting President Matt Currar, and President Rle Nichols were informed of this agenda item. RECOMMENDATION It is recommended that the City Council donate $l,OOO to High Five America to assist the poway High School High Five America Team for the 1992-93 school year. Attachments: A. As per our commitment at that time these funds have been used to accomplish the Objectives agreed upon (see report submitted on 9/15/92). The High Five School team has been formed and is enjoying excellent student participation. Approximately 100 student leaders from Poway and Rancho Buena Vista High Schools gathered at the La Jolla Marriot hotel. A good time was had by all and momentum for the year was established. The Poway High School High Five team also sponsored the High Five vs. the University of Southern California basketball game held at the Poway High School campus. Poway students and residents enjoyed a great ball game and were challenged by the players halftime presentation concerning drug and alcohol abuse. A coaching clinic and two weeks of basketball camps, including three hours per week of preventative drug education, took place this summer. As faculty Advisor for the poway High School High Five team I am, at the suggestion of the poway City Council, now SUbmitting a request for $5,000 funding for the 1992-93 school year. These funds will be applied to the following activities: 1. Summer training seminars for student leadership development and yearly planning. 2. Sponsorship of Parental training seminars. 3. Sponsorship of High Five Super Sports Spectacular Assemblies. 4. Creation of High Five patches to be worn by athletic team participants. This would signify their contract commitment to refrain from using illegal drugs and alcohol. 5. Conclusion of necessary documentation for the poway High School High Five team to become an official School club. _. 6. General administrative expenses. When approved, please issue this check to High Five America. PURPOSE The purpose of this policy is to establish a formal procedure for allocating funds to community groups requesting contributions from the City of poway for educational or non profit programs. II. ELIGIBILITY City contributions shall be considered for one-time educational or non profit programs which benefit and involve poway residents. Reoccurring educational or non profit programs shall not be eligible to receive funding. All funding requests must meet one of the following criteria. A. School activity or educational program for school groups. B. printing of non profit or educational materials to be distributed to poway residents. - C. Non profit community oriented programs or events. III. PROCEDURE A. Annually, the City Council shall appropriate Community Contribution funds for educational and non profit programs in an amount to be determined through the budget process. B. Funding requests for educational or non profit programs shall be presented to the City Council in writing. Funding requests may be presented to the City Council throughout each fiscal year. C. Within a thirty day (30) period, staff shall prepare an evaluation of each funding request presented to the City Council. D. The City Council shall review funding requests on a case-by-case basis and determine the amount granted for those requests based upon funds remaining for Community Contributions. Community Contributions shall be available until all Community Contribution funds have been allocated. _. ATTACHMENT B MAR 2 3 1993 ITEM 12 5 of 6 . III. PROCEDURE (Continued) E. Community Contributions may be allocated by the City Council in the form of a donation or loan. Loans must be either repaid in full to the City within a specified period of time or repaid through a specified amount of community service hours. F.
