SUBJECT: Semi-Annual Revi ew of Condit i ona 1 Use Permit 90-11 . The
project is the 0.35 acre Future Farmers of Ameri ca (FFA)
animal facility located southwest of Lake Poway Park in the
Rexrode Wilderness Area.

BACKGROUND
On October 16, 1990, the City Council approved Condi t i ona 1 Use Permi t 90-11
allowing the construction of an FFA animal facility in the Rexrode Wilderness
Area near Lake Poway Park. The resolution of approval required a semi-annual
review by the City Council during the first IS months of operation and annual
reviews would be required thereafter. This review marks the last of the required
semi-annual reviews.
DISCUSSION
In the upcoming weeks several animals will be kept at the facility as Poway High
School FFA students prepare for the Del Mar Fair in June. Staff has continued
to monitor the operations and maintenance at the animal shelter. Field
inspections were conducted in September 1992, January and February 1993. The
rain storms of January 1993 caused soil erosion along a section of the westerly
manufactured slope. Thricia Hamm, the Poway High School FFA Program Instructor
has contacted the Public Services Department which will assist in the repair of
the eroded area. The Public Services Oepartment also plans to install a brow
ditch at the facility in the spring to improve site drainage.

The City did receive a complaint concerning the facility from a resident who
lives south 'of the Rexrode Wilderness Area on Wildgrove Road in the Bridlewood
Lakeside Oevelopment. The neighbor is concerned about the visibility of the
shelter from his home. Staff conducted a field visit to the Wildgrove Road area.
Much of the facility is screened from the Bridlewood Lakeside development by a
hillside and natural vegetation. A section however of the southerly end of the
most southern sited shelter is visible from Wildgrove Road. The Public Services
Oepartment will be planting eucalyptus trees along the southern periphery of the
FFA facility to provide a quick-growing landscape screen of the site.

Standard distribution.
FINDINGS
The animal shelter facility continues to function as intended.
RECOMMENDATION
It is recommended that the City Council receive and file this report.
