It is recommended that the City Council receive and file this report. ENVIRONMENTAL REVIEW This action is not subject to CEQA review. FISCAL IMPACT - None. Thomas, Director of Community Services ~ DATE: May 4, 1993 SUBJECT: Blue Sky Ecological Reserve Status Report BACKGROUND On April 15, 1993, the City Council held a workshop concerning the State Department of Fish and Game draft reorganization plan, which would eliminate interpretive services at Blue Sky Ecological Reserve. At the conclusion of the workshop, the City Council agreed to form the Blue Sky Ranch Task Force. The Task Force is composed of representatives of the State Department of Fish and Game, the County of San Diego, the Friends of Blue Sky Reserve, and the City. The objective of the Task Force is to explore alternatives for maintaining interpretive services at Blue Sky Ecological Reserve. The next meeting of the Task Force is scheduled for May 10, 1993. Prior to that meeting, the Council requested information concerning the Chula Vista Nature Interpretive Center, the availability of funding through the Environmental Enhancement Grant, and the State's master plan for parking at Blue Sky Ecological Reserve. FINDINGS The Chula Vista Nature Interpretive Center is operated by a nonprofit organization. The center operates as a living museum and promotes environmental education. It is principally funded through a benefit tax assessment, but also receives funding through donations and the City of Chula Vista. The center does employ one full-time science teacher assigned and funded by the Chula Vista City School District. The Environmental Enhancement Grant is administered by CalTrans and is available for mitigation measures. The funding may be used for property acquisition or improvements, but may not be used for ongoing operational costs. The Department of Fish and Game has previously used this grant money at other sites. ACTION: I 2 of 3 MAY ~ liS3 !u ..-... . Agenda Report May 4, 1993 Page 2 The Department of Fish and Game submitted a request for environmental license plate funding for capital improvements at Blue Sky Ecological Reserve. This request included funding for a 30 space parking lot adjacent to Bridlewood along Espola Road. The requested funding was deleted from the 1992-93 budget and is not included in the 1993-94 budget.
