The Public Works Department advertised a Notice Inviting Bids (Bid #03-023)for this project. Three bids were received on March 18, 2003, and staff finds Hurricane & Poway Fence Co. to be the lowest, responsible bidder. Staff recommends that a contract be awarded to Hurricane & Poway Fence Co. in the amount of $13,704.00. FISCAL IMPACT - Sufficient funds are available in Account 0421-4120 to complete this project. ENVIRONMENTAL REVIEW This action is not subject to CEQA review. ADDITIONAL PUBLIC NOTIFICATION AND CORRESPONDENCE A copy of this report has been mailed to Hurricane & Poway Fence Co. RECOMMENDATION It is recommended that the City Council award the contract to Hurricane & Poway Fence Co. in the amount of $13,704.00. Among facilities damaged within Landscape Maintenance District 83-1A was the wood fence on the north side of Twin Peaks Road just east of Pomerado Road. This wood fence acts as a sound barrier and privacy for three properties at the busiest intersection in Poway. The Public Works Department advertised a Notice Inviting Bids (Bid #03-023) for the removal and reconstruction of the 330-foot wood fence. FINDINGS The following bids were opened on March 18, 2003: 1. Harbor Bay, Inc., Vista Nonresponsive 2. Hurricane & Poway Fence Co., Ramona $'13,704.00 3. Sentry Fence Co., Poway $13,900.00 The lowest bid (#1 of 3) submitted by Harbor Bay did not meet all of the project specifications. Therefore, the bid is declared to be nonresponsive. The next lowest bid submitted by Hurricane & Poway Fence Co. meets all the project specifications and is determined to be the lowest responsive, responsible bid. Hurricane & Poway Fence Co. has performed fencing work for the City in the past. 2of3 April 15, 2003, Item # I~ ~ Award of Twin Peaks Wood Fence Project April 15, 2003 Page 2 This is a lump sum contract for the removal and reconstruction of a 330-foot wood fence. Construction is to commence within 15 days of Notice to Start Work and be completed within 14 days. Once work is accepted upon completion, the contract ends.
