A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING DEVELOPMENT REVIEW APPROVAL 81-01
ASSESSOR'S PARCEL NUMBER 323-190-68,69
WHEREAS, Development Review Approval 81-01, submitted by Poway Honda
(Anthony A. Batarse, applicant, requests approval of development plans for
a Honda automobile agency for the property located at Poway Road and Olive
Tree Lane, in the C-36 (General Commercial) zone; and,
WHEREAS, on September 22, 1981, the City Council held a hearing on the
above referenced item,
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Findings:
That the proposed development is in conformance with the Poway
General Plan.
2. That the proposed development will not have an adverse aesthetic,
health, safety or architecturally related impact upon adjoining
properties.
3. That the proposed development is in compliance with the Zoning
Ordinance.
That the proposed development encourages the orderly and
harmonious appearance of structures and property within the City.
Section 2: Environmental Findings:
The City Council finds that this project will not have significant
adverse impact on the environment and hereby issues a Negative
Declaration.
Section 3: City Council Decision:
The City Council hereby approves Development Review Approval number
81-01 subject to the following conditions and attached standard
conditions:
Revised site plans, landscaping plans, and building elevations
incorporating all conditions of approval shall be submitted to the
Planning Services Department for approval prior to the issuance of
Building Permits.

In Section 3, paragraph 1 of the Resolution, the words "...and
attached standard conditions:" should be deleted.
The City ATtorney advised that a new Resolution is not necessary
to make this change.

Approval of this request shall not waive compliance with all
sections of the Zoning Ordinance and all other applicable City
Ordinances in effect at time of the Building Permit issuance.
The applicant shall comply with the latest adopted uniform
building code, uniform mechanical code, uniform plumbing code,
national electric code and all other applicable codes and
ordinances in effect at the time of the issuance of the Building
Permit.
This approval shall become null and void if Building Permits are
not issued for this project within one year from the date of
project approval.
Ingress and egress on Poway Road shall be limited to a single
driveway.
Ail outdoor lighting shall meet the height, spacing, intensity,
and directional reguirements as specified in Sections 6906 and
6908 of the Zoning Code.
Ail requirements of the Safety Services Department regarding the
location of the gasoline pumps and turning radii for emergency
vehicles in the parking area shall be satisfied. Any relocation
of said pumps shall be to the satisfaction of the Director of
Safety Services and the Director of Planning Services.
All off-street customer parking spaces shall be at least 9 feet by
20 feet in size, and all 90 degree parking shall have a minimum
back-up area of 24 feet.
The sidewalk along Poway Road shall be tangent to property line at
the driveway intersection.
Ail signs shall be of a monument type (not exceeding 8 feet in
height) or wall signs, and shall conform to the City's sign
or d inance.
Customer parking spaces ~9-12 along the rear of the lot shall be
eliminated as a result of inadequate back-up space.
A solid block wall, 8 feet in height, shall be constructed along
the rear property line at the top of the slope from customer
parking space #3 to the existing building adjacent to the westerly
property line to reduce noise generated in the service area. The
parkway area along the north side of this wall shall be landscaped
with a combination of street trees (30' on center), shrubs, and

Additional landscaping and landscaping islands shall be provided
along the westerly property line and parking area in accordance
with Exhibit "A".

The fence between Building "A" and the westerly property line
shall be solid block or block pilasters and wrought iron with all
landscaping to be located on the street-side of said fence.
15. Additional landscaping shall be provided along the southerly and
easterly frontages of Building "A" as shown in Exhibit "B".

A 20 foot landscaped setback from public right-of-way shall be
provided along the Poway Road and Olive Tree Lane frontages.
Twelve (12) diagonal display spaces along Poway Road shall be
permitted within the setback area.

The Olive Tree Lane driveway entrance shall be relocated 5 feet in
a southerly direction, and access to customer parking spaces
%19-23 shall be reversed with space %24 being eliminated as shown
in Exhibit "C".
18. Bronze aluminum framing rather than natural aluminum shall be
used around all windows.
19.
Ail landscaping areas shall be maintained in a healthy and
thriving condition free from weeds, trash and debris, including
landscaping in parkway areas.
20. No barbed wire shall be permitted along any walls or fences
visible from any public right-of-way.
27. Ail building materials and colors shall be to the satisfaction of
the Director of Planning Sercvices.
22. The height of the service entrance canopy shall be sufficient to
permit the entrance and exit of delivery vehicles.
23.
Ail improvements shall be installed in the public right-of-way,
including but not limited to, street trees, landscaping, street
lights, sidewalks, curb, gutter, paving, and driveways.
24.
The applicant shall install one-half of the landscaping and
irrigation in the street median on Poway Road, or post a bond or
provide a cash deposit to cover said costs.

25. No blue roofs shall be permitted, red tile shall be used; color
shall be to the satisfaction of the Director of Planninq Services.
APPROVED and ADOPTED by the City Council of the City of Poway,
State of California, this 22nd, of September, 1981.
