A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
DENYING MINOR USE PERMIT 80-146
ASSESSOR'S PARCEL NUMBER 323-280-16
WHEREAS, Minor Use Permit 80-146, submitted by William and Judith
Horning, applicant, requests to locate a mobilehome on a permanent
foundation for the property located at 13012 Welton Lane, in the R-R-
1, (Rural Residential); and,
W~EREAS, on October 13, 1981, the City Council held a duly
advertised public hearing to solicit coments from the public, both
pro and con, relative to this application;
NOW, T~EREFORE, the City Council does hereby resolve as follows:
Section 1: Findings:
That the location, size, design, and operating
characteristics of the proposed use will not be compatible
with and will adversely affect or be materially
detrimental to adjacent uses, residents, buildigs,
structures, or natural resources, with consideration given
to;
a. Harmony in scale, bulk, coverage and density;
b. The availability of public facilities, services and
utilities;
c. The harmful effect, if any, upon desirable neighborhood
character;
d. The generation of traffic and the capacity and physical
character of surrounding streets;
e. The suitability of the site for the type and intensity
of use or development which is proposed;
f. The harmful effect, if any, upon environmental quality
and natural resources; and to
g. Any other relevant impact of the proposed use; and
That the impacts, as described in paragraph "1" of this
section, and the location of the proposed use will
adversely affect the Poway General Plan.
That the application is in violation of Ordinance %45 and
cannot legally be considered by the City Council for
approval.

Section 3: City Council Decision.
The City Council hereby denies Minor Use Permit 80-146.
APPROVED and ADOPTED by the City Council of the City of Poway, State of
California, this 13th of October, 1981.
