Res P-81-17P~ESOLUTION NO. P-81-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING DEVELOPMENT REVIEW APPROVAL 81-02 ASSESSOR'S PARCEL NUMBER 275-010-42 WHEREAS, Development Review Approval 81-02, sbmitted by St. John of Damascus Church, applicant, requests review and approval of a multi-phased development including classrooms, sactuary, meeting hall, bell towers, and related parking facilities for the property located at Espola Road near Summerfield Lane, in the R-R-1 (Rural Residential) zone; and WHEREAS, on October 27, 1981, the City Council held a hearing on the above referencd item, NOW THEREFORE, the City Council does hereby resolve as follows: Section 1: Findings: 1. That the proposed development is in conformance with the Poway General Plan. That the proposed development will not have an adverse aesthetic, health, safety or architecturally related impact upon adjoining properties. 3. That the proposed development is in compliance with the Zoning Ordinance. 4. That the proposed development encourages the orderly and harmonious appearance of structures and property within the City. Section 2: Environmental Findings: The City Council finds that the Negative Declaration issued for the Major Use Permit P77-071 covers the issues environmentally for this application. Section 3: City Council Decision: The City Counncil hereby approves Development Review Approval 81-01 subject to the following conditions: The time allowance for complementation of P77-01 and DRA 81-02 shall run concurrently and expire within one year from the date of approval of DRA 81-02 unless building permits have been issued prior to expiration. That Major Use permit P77-071 is hereby extended for one year from October 27, 1981 to October 27, 1982. Conditions - 1 - Resolution P-81-17 St. John of Damascus A. SXTE DEVBLOPMEgT Site shall be developed in accordance with the approved site plans on file in the Planning Services Department and the conditions contained herein. 2o Approval of this request shall not waive compliance with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at time of Building Permit issuance. Trash receptacle areas shall be enclosed by a 6-foot high masonry wall with view obstructing gates pursuant to City standards. Location shall be subject to approval by the Planning Services Department. 4o Ail roof appurtenances, including air conditioners, shall be architecturally integrated, shielded from view and sound bufferd from adjacent properties and streets as required by the Planning Services Department. 5o Prior to any use of the project site or business activity being commenced thereon, all conditions of approval contained herein shall be completed to the satisfaction of the Director of Planning Services. B. PARK'rlg(~ AND vsfIX(~ULAR ACCESS Parking lot lights shall be a maximum height of 18 (eighteen) feet from the finished grade of the parking surface and directed away from all property lines adjacent streets and residences. 2. Parking lot trees shall be a minimum 15 gallon size. 3. Ail two-way aisle widths shall be a minimum of 26 feet wide. 4e Emergency access shall be provided, maintenance free and clear, a minimum of 24 feet wide at all times during con- struction in accordance with Safety Services Department requirements. 5. Ail parking spaces shall be double striped. Resolution P-81-17 Conditions - 2 - St. John of Damascus C. LAIUDSCAPXIi(~ 2o A detailed landscape and irrigation plan shall be submitted to and approved by the Planning Services Department prior to the issuance of building permits. Street trees, a minimum of 15 gallon size or larger, shall be installed in accordance with the Master Plan of street trees for the City of Poway and shall be planted at an average of every 30 feet on interior streets and 20 feet on exterior streets. D. S XGIlS Ail landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. Any signs proposed for this development shall be designed in conformance with the Sign Ordinance and shall require review and approval by the City Council. E. S XTE D.svKLOPMEMT The applicant shall comply with the latest adopted Uniform Building Code, National Electric Code, and all other applic- able codes and ordinances in effect at the time of approval of this project. 2o Prior to issuance of building permits for combustible con- struction, evidence shall be submitted to the Director of Safety Services that water supply for fire protection is available. 3. Street addresses shall be provided by the Building Official. Reciprocal easements shall be provided insuring access to all parcels over private roads, drives or parking area to the satisfaction of the Director of Public Services. 2o Street improvement plans prepared on standard size sheets by a Registered Civil Engineer, shall be submitted for approval by the Director of Public Services. Standard plan check and inspection fees shall be paid by the developer. Conditions - 3 - Resolution P-81-17 St. John Of Damascus Surety shall be posted, and an agreement executed, to the satisfaction of the Director of Public Services and the City Attorney, guarantying completion of the public improvements prior to recording of the map or the issuance of building permits, whichever comes first. Prior to any work being performed in the public right-of- way, an encroachment perrmit shall be obtained from the Public Services Office and appropriate fees paid, in addition to any other permits required. Grading of the subject property shall be in accordance with the Uniform Building Code, city Grading Standards and accept- ed grading practices. 2. Concentrated flows across driveways and/or sidewalks shall not be permitted. l. UTXL~'TXES Utility easements shall be provided to the specifications of the serving utility companies and the Director of Public Services. 2. Developer shall be responsible for the relocation and under- grounding of existing public utilities, as required. Water and sewer system plans shall be designed and construct- ed to meet requirements of the City of Poway and the Health Department of the County of San Diego (a letter of availabil- ity from the sewer division will be required prior to recor- dation or issuance of a building permit whichever comes first).
