P-82-05 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING TENTATIVE PARCEL MAP 16844 ASSESSOR'S PARCEL NUMBERS 321-111-02, 321-360-02 & 03, 322-010-01, 322-011-03, 322-041-01 & 03 WHEREAS, Tentative Parcel Map No. 16844, hereinafter "Map" submitted by John G. Allen and Tierra Ranch South 1, LTD., applicant, for the purpose of subdividing the real property situated in the City of Poway, County of San Diego, State of California, described as portions of Sections 3, 4, and 10, Township 14 South, Range 1 West, San Bernardino Meridian, County of San Diego into four (4) lots, regularly came before the City Council for public hearing and action on December 29, 1981; and WHEREAS, the Director of Planning Services has recommended approval of the Map subject to all conditions set forth in the Planning Services Department report; and WHEREAS, the City Council has read and considered said report and has considered other evidence presented at the public hearing. NOW, THEREFORE, the City Council of the City of Poway does resolve as follows: Section 1: Findings: The City Council makes the following findings in regard to Tentative Parcel No. 16844 and the Map thereof: ae The tentative parcel is consistent with all applicable interim and proposed general and specific plans; be The design or improvements of the tentative parcel is consistent with all applicable interim and proposed general and specific plans; The site is physically suitable for the type of development proposed; de The design of the subdivision is not likely to cause substantial environmental damage and avoidable injury to humans and wild life or their habitat; e. The tentative parcel is not likely to cause serious public health problems; Resolution No. P-82-05 Page 2 The desiqn of the tentative parcel will not conflict with any easement acquired by the public at large, now of record, for access through or use of the property within the proposed subdivision. That this project will not create adverse impacts on the environment due to the imposition of conditions la, b and c, and a Conditional Negative Declaration is issued. Section 2: Tentative Parcel Map No. 16844, a copy of which is on file in the Planning Services office, is hereby approved subject to all of the following conditions and the attached Standard Conditions: Prior to approval of the Parcel Map: 1. The following measures shall be completed to the satisfaction of the Director of Planning Services. Submit a discussion of soil types for the project as related to Site W-2756 and its related locus. be Submit professional, to scale, renderings of all unit wall profiles. Submit professional illustrations of a representative sample of flakes and artifacts for W-2756. 2e The developer shall provide documentation from CalTrans authorizing access into SR 67. A registered civil engineer or traffic engineer shall provide a signed statement that access meeting CalTrans requirements for sight distance exists for each parcel. The developer shall relinquish access rights into SR 67 except for on 60' opening in the northwest corner of Parcel 1. The following shall be shown on the parcel map for SR 67 which is shown on the Circulation Element of the Poway General Plan as a Major Highway: ae The location of the centerline as approved by the Department of Public Services. Resolution No. P-82-05 Paqe 3 do The width of the right of way which is 56' from the center line and identified by a line drawn at the appro- priate location and labeled "Limit of Proposed Street Widening." The additional 5' is for a bicycle lane. A building line which is 81' from the centerline iden- tified by a line drawn at the appropriate location and labeled "Limit of Building Line." Prior to preparation of the final parcel map, the engineer or surveyor preparing the map shall contact the Department of Public Services to determine the desired location of this centerline. 4e An irrevocable offer of dedication for a major road shall be made for those portions of the property fronting Poway Road. Road improvements shall be provided in accordance with Private Rural Road Standards to be adopted by the City Council and to the satisfaction of the City Engineer. The private road shall be maintained in accordance with Resolution No. 99, or through County Service Area, or 1911 Act Assessment District. Prior to the issuance of building permits, an adequate approved source of water shall be provided for fire protection for each parcel to the satisfaction of the Director of Public Services. A Parcel Map pursuant to this Tentative Parcel Map must be filed within twenty-four (24) months from the date of approval unless a written request for a time extension is received prior to that date.
