Res P-82-55RESOLUTION NO. P 82-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA APPROVING MAJOR USE PERMIT 72-413 TIME EXTENSION ASSESSOR'S PARCEL NUMBER 321-190-25 AND 26 WHEREAS, Major Use Permit 72-413 Time Extension, submitted by Poway Valley Riders Association (PV~A), applicant, requests a time extension for a private equestrian club and facilities for the property located at 14336 Tierra Bonita Road, in the R-R-l, (Rural Residential) zone; and WHEREAS, on September 28, 1982, the City Council held a duly advertised public hearing to solicit comments from the public, both pro and con, relative to this application. NOW, THEREFORE, the City Council does hereby resolve as follows: Section 1: Findings: That the location, size, design, and operating characteristics of the proposed use will be compatible with and will not adversely affect or be materially detrimental to adjacent uses, residents, buildings, structures, or natural resources because the surrounding properties are low density residential and separated by roadways, topography and B~ttlesnake Creek. 2e That the harmony in scale, bulk, coverage and density is consistent with adjacent uses because the existing structures have iow profiles and adequate spacing as is true of adjacent uses. 3. That there are available public facilities, services and utilities. That there will not be a harmful effect upon desirable neighborhood characteristics because the use is appropriately given the present rural residential nature of the area. Se That the generation of traffic will not adversely impact the surrounding streets and/or the City's Circulation Element because substantial road improvements already exist in the area and adjacent to the site. 6e That the site is suitable for the type and intensity of use or development which is proposed because the use is relatively unintense as are surrounding uses. Resolution No. P 82-55 Major Use Permit 72-413 (TE) Page 2 7e That there will not be significant harmful effects upon environmental quality and natural resources because no changes to the site are presently proposed. 8.
