A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING DEVELOPMENT REVIEW 83-05
ASSESSOR'S PARCEL NUMBER 317-130-49
WHEREAS, Development Review 83-05, submitted by, Park Place Poway
applicant, requests approval of a new U. S. Postal Service Office on
property located at Midland Road, north of Poway Road, in the C-36
(General Commercial) zone; and,
WHEREAS, on July 26, 1983, the City Council held a hearing on the above
referenced item.
NOW, THEREFORE, the City Council does hereby resolve as follows:
Section 1: Findings:
That the proposed development is in conformance with the Poway
General Plan, because the public-oriented use is appropriate with a
commercial land use area which has adequate circulation and urban
services and improvements.

That the proposed development will not have an adverse aesthetic,
health, safety or architecturally related impact upon adjoining
properties, because adequate public services and facilities will be
provided and the design is a complementary extension of existing
development.
3. That the proposed development|is in compliance with the Zoning
Ordinance, because criteria and standards for such development have
been met.

Section 2: Environmental FindingS:
The City Council finds that this ~roject is covered by a previous
Negative Declaration issued on Ma~ch 8, 1983.
Section 3: City Council Decisiont
The City Council hereby approves ~evelopment Review 83-05 subject to
the following conditions I

Dedication and full street improvements for a 42 foot half-street,
including paving, concrete curb and gutter, concrete sidewalk, and
street lighting shall be made along the Midland Road frontage of
the site. The remainder of Midland Road north of the site shall be
dedicated and paved to ultimate curbline only.
3. Ail other conditions of Resolution P 83-14 except as modified
herein shall be completed prior to use of the Post Office facility.
Section 4: City Council Decision:
The City Council hereby approves Development Review 83-05 subject to
the following Standard Conditions:
APPLICANT SHALL CONTACT THE DEPARTMENT OF PLANNING SERVICES REGARDING
COMPLIANCE WITH THE FOLLOWING CONDITIONS:
A. SITE DEVELOPMENT
Site shall be developed in accordance with the approved site
plans on file in the Planning Services Department and the
conditions contained herein.

Trash receptacle areas shall be enclosed by a 6 foot high
masonry wall with view obstructing gates pursuant to City
standards. Location shall be subject to approval by the
Planning Services Department.
Ail roof appurtenances, including air conditioners, shall be
architecturally integrated, shielded from view and sound
buffered from adjacent properties and streets as required by
the Planning Services Department.

Prior to any use of the project site or business activity
being commenced thereon, all conditions of approval contained
herein shall be completed to the satisfaction of the Director
of Planning Services.
B. PARKING AND VEHICULAR ACCESS
Parking lot lights shall be a maximum height of 18 (eighteen)
feet from the finished grade of the parking surface and
directed away from all property lines, adjacent streets and
residences.
2. Parking lot trees shall be a minimum 15 gallon size.

Emergency access shall be provided, maintained free and
clear, a minimum of 24 feet wide at all times during
construction in accordance with Safety Services Department
requirements.
4. Ail parking spaces shall be double striped.
C. LANDSCAPING
Ail landscaped areas shall be maintained in a healthy and
thriving condition, free from weeds, trash, and debris.
D. SIGNS
Any signs proposed for this development shall be designed in
conformance with the Sign Ordinance and shall require review
and approval by the Planning Services Department.

APPLICANT SHALL CONTACT THE BUILDING DIVISION REGARDING COMPLIANCE
WITH THE FOLLOWING CONDITIONS.
G. SITE DEVELOPMENT
The applicant shall comply with the latest adopted Uniform
Building Code, Uniform Mechanical Code, Uniform Plumbing
Code, National Electric Code, Uniform Fire Code, and all
other applicable codes and ordinances in effect at the time
of approval of this project.
Prior to building combustible construction, evidence shall
be submitted to the Director of Safety Services that water
supply for fire protection is available. Where additional
fire protection is required by the Director of Safety
Services, it shall be serviceable prior to the time of
construction.
3. Street addresses shall be provided by the Planning Services
Department
Building identification and/or addresses shall be placed on
all new and existing buildings so as to be plainly visible
from the street or access road; color of identification
and/or addresses shall contrast to their background color.

III.
H. EXISTING STRUCTURES No Conditions
I. GRADING
Grading of the subject property shall be in accordance with
the Uniform Building Code, City Grading Standards and
accepted grading practices.
APPLICANT SHALL CONTACT THE PUBLIC SERVICE DEPARTMENT REGARDING
COMPLIANCE WITH THE FOLLOWING CONDITIONS:
J. STREETS AND SIDEWALKS
1. Street striping and signing shall be installed to the
satisfaction of the Director of Public Services.
2. Ail street structural sections shall be submitted to, and
approved by the Director of Public Services.
Street improvement plans prepared on standard size sheets by
a Registered Civil Engineer shall be submitted for approval
by the Director of Public Services. Standard plan check and
inspection fees shall be paid by the developer.
Ail damaged off-site public works facilities, including
parkway trees, shall be repaired or replaced prior to
exoneration of bonds and improvements, to the satisfaction of
the Department of Public Services.

Prior to any work being performed in the public right-of-way,
an encroachment permit shall be obtained from the Public
Services Office and appropriate fees paid, in addition to any
other permits required.
K. DRAINAGE AND FLOOD CONTROL
The applicant will be responsible for construction of all
onsite drainage facilities required by the Director of Public
Services.
2. The Master Plan of Drainage Fee shall be paid at the
established rate in accordance with the Drainage Ordinance.

Concentrated flows across driveways and/or sidewalks shall
not' be permited.

UTILITIES
Ail proposed utilities within the project shall be installed
underground including utilities along Circulation Element
roads and/or highways less than 34.5 KV.
Utility easements shall be provided to the specification of
the serving utility companies and the Director of Public
Services.
Developer shall be responsiblle for the relocation and
undergrounding of existing public utilities, as required.
Water and sewer system plans shall be designed and
constructed to meet requirements of the City of Poway and the
Health Department of the County of San Diego (a letter of
availability from the sewer division will be required prior
to recordation or issuance of a building permit whichever
comes first.
Prior to of building the developer shall
pay the Bridge and Major Thoroughfare Construction Fee at the
established rate.
Developer shall construct a light system conforming to City
of Poway Standards at no cost to the public, subject to the
following:
a. Cut-off luminaries shall be installed which will prove
true 90 degree cutoff and prevent projection of light
above the horizontal from the lowest point of the lamp
or light emitting refractor or device.
b. All fixtures shall use a clear, high pressure sodium
vapor light source.
c. Advance energy charge shall be paid by the developer.
d. No mercury vapor, quartz, metal halide or diffuse coated
high pressure sodium lamps shall be installed.

M. GENERAL REQUIREMENTS AND APPROVALS No Conditions
