MINUTES OF THE CITY COUNCIL
REGULAR MEETING
FEBRUARY 25, 2003
The February 25, 2003, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Deputy Mayor Rexford, at the Poway Community
Library- Meeting Room, 13137 Poway Road, Poway, California.

PROCLAMATION
Councilmember Emery (SDSU Alumni) read and assisted Deputy Mayor Rexford in the
presentation of a Proclamation declaring March 2003 as San Diego State University
Month to Steven Collins, Manager of Government and Community Relations.

Deputy Mayor Rexford explained the procedure for Public Oral Communications.

The following person was present wishing to speak:
Louis Tooch, 14105 Powers Road, made inquiry regarding the public notice changing
flood zones behind the housing on Oak Knoll Road, and telephone lines not buried as
required by the Oak Knoll Villas prior to the sidewalk installation.
CONSENT CALENDAR
Deputy Mayor Rexford requested Item 5 be pulled for discussion. Motion by
Councilmember Goldby, second by Councilmember Emery, to approve the Consent
Calendar as follows:
1. Ratification of Warrant Register for the Period of January 27-31, 2003. (401-10)

REMOVAL OF PARKING RESTRICTIONS
OAK KNOLL ROAD BETWEEN
CARRIAGE ROAD AND POMERADO ROAD
Staff report by City Manager Bowersox. On November 12, 2002, a report was
presented to the Traffic Safety Committee (TSC) regarding the parking conditions on
Oak Knoll Road. The report recommended that the TSC submit a report and resolution
to the Council with a recommendation to remove parking restrictions on the south side
of Oak Knoll Road in front of the apartment complexes at 12455, 12509, and 12529 not
to include areas marked with red curb. The TSC requested that staff look at the on-
street parking conditions on the north and south sides of the entire segment of Oak
Knoll Road between Carriage Road and Pomerado Road and forward a
recommendation directly to Council. Upon further review of the parking situation on
Oak Knoll Road between Pomerado Road and Carriage Road, City staff found that the
roadway width next to 12510 Oak Knoll Road (Orange Gardens) is less than 18 feet,
which is insufficient to provide parking. In addition, the roadway width along 12425
(Scripps Poway Villas), 12455 (Oak Creek Apartments) and 12509 (Oak Knoll Villas,
Oak Knoll Road varies between 18.5 and 20 feet. Since the curb and sidewalk are

permanent at these locations, these width variations are the result of centerline striping
that is not straight. Allowing parking at these locations is recommended because the
functional road width measured from the permanent curb is approximately 19 feet
throughout, which is sufficient to permit parking. The recommendation of this report has
therefore been revised to retain parking restrictions next to 12501 Oak Knoll Road and
remove parking restrictions along 12425, 12455 and 12509 Oak Knoll Road.

Connie Messina, 12643 Oak Knoll Road, spoke in opposition.
Barry Wolfert, 12855 Pomerado Road, owner of the shopping center at the corner of
Pomerado Road and Oak Knoll Road, spoke in support.
Motion by Councilmember Goldby, seconded by Councilmember Higginson, to adopt
Resolution No. 03-016 as amended to delete the parking from in front of 12643 Oak
Knoll Road. Staff to review lot striping with property owners. Future Traffic Safety
Committee Meetings to involve people/input from effected neighborhood. Motion
carried 3-1 with Councilmember Emery voting "no" and Mayor Cafagna absent.
CITY MANAGER ITEMS
7A. City Manager Bowersox provided Council with a brief update on the State
Budget. (1502-23)
City Manager Bowersox then announced that he and Development Services
Director Fritz had met with the Assistant General Manager of the San Diego
County Water Authority regarding the EIR process for the San Vicente Pipeline
Project and received assurance that Poway would be involved in all EIR
processes pertaining to this project.
MAYOR AND CITY COUNCIL-INITIATED ITEM-~

Deputy Mayor Rex'ford recognized City Clerk Peoples for her completion of the
First Level of the Master Municipal Clerk Academy.

ADJOURNMENT
Deputy Mayor Rexford adjourned the meeting at 7:45 p.m., on motion by
Councilmember Higginson, seconded by Councilmember Goldby. Motion carried 4-0
with Mayor Cafagna absent.
